THE PLEASANfON URBAN GROWTH BOUNDARY INITIATIVE <br /> The People of the City of Pleasanton do hereby ordain as follows: <br /> Section 1. Decoration of ramose <br /> The purpose of this measure is to: <br /> A. Achieve and maintain a complete, well- rounded commmmity of desirable <br /> neighborhoods, a strong employment base and a variety of conununity facilities. <br /> B. Preserve open space areas for the protection of public health and safety, <br /> recreational opportunities, use for agriculture and grazing, the production of <br /> natural resources, the preservation of wrdlands, and the physical separation of <br /> Pleasanton from neighboring communities. <br /> C. Rea9irm and readopt General Plan programa end policies establishing Pleasanton's <br /> Urban Growth Boundary (UGB). <br /> D. Provide a method for residents to participate in the review and amendments to the <br /> City's General Plan by requiring, with certain exceptions, any change in the UGB <br /> to be approved by a vote of the people. <br /> Section 2. jrindinss <br /> A. The General Plan Map designate an Urban Growth Boundary (UGB) line around <br /> the edge of land planned for urban development at General Plan buildout. The line <br /> distinguishes areas generally suitable for urban development and the provision of <br /> urban public facilities and services from areas generally suitable for the long -term <br /> protection of natural resources, large lot agriculture and grazing, parks and <br /> recreation, public health and safety, subregionally significant wildlands, buffers <br /> between communities, and scenic ridgelne views. The UGB is intended to be <br /> permanent and define the line beyond which urban development will not occur. <br /> B. The UGB line was established in recognition of the location of open space lands <br /> protected by a voter approved initiative, jurisdictional boundaries, and physical <br /> terrain constraints_ The western UGB line is coterminous with the eastern border <br /> of the Pleasanton Ridgelands open space area. This 13,000 -sent area is protected <br /> for parks and recreation, and large -lot agricultural uses, as a result of a voter <br /> approved initiative adopted in 1993, and through parallel policies adopted by <br /> Alameda County and the City of Hayward. The northernmost UGB is <br /> coterminous with the Pleasanton/Dublin city limit line. The eastern UGB extends <br /> through the Pleasanton quarry lands.
