BACKGROUND <br /> Tract 7890 is the first phase of the residential subdivision constructed by Kazuo and <br /> Takiko Hatsushi. The property is located on the south side of Vineyard Avenue between <br /> Montevino Drive and Clara Lane, as shown on the attached vicinity map and location <br /> map (Attachments 1 and 2). <br /> On June 13, 2007, the Planning Commission approved an application by Kazuo and <br /> Takiko Hatsushi (Ralph and Amy Hughes) for Vesting Tentative Map, Tract 7890, to <br /> subdivide the subject property, located at 2756, 2770, and 2798 Vineyard Avenue in the <br /> Vineyard Avenue Specific Plan area. The subdivision of the 15 -acre Hatsushi property <br /> allows for the construction of 13 residential lots, plus the existing Hatsushi home, and <br /> four parcels that will be used for open space /landscaping and EVA. <br /> Tract 7890, which is Phase 1 of the development, is now constructed and includes lots <br /> one through five (one of which is the existing Hatsushi residence), the public cul -de -sac <br /> serving these lots (Hatsushi Terrace), an EVA road from the cul -de -sac to Montevino <br /> Drive, and an open space parcel with a bio- detention pond. Phase Two will include the <br /> extension of the Hatsushi Terrace to Vineyard Avenue and an additional cul -de -sac <br /> serving the remaining eight lots. <br /> Improvements <br /> Hatsushi Terrace will eventually have access from Clara Lane once Clara Lane is <br /> extended with the development of the adjacent subdivision. The extension of Clara <br /> Lane was scheduled to begin construction in the summer of 2008; however, because of <br /> the downturn in the housing market, the developer has postponed construction of the <br /> three lot sub division. Temporarily, the cul -de -sac has access through an EVA road to <br /> Montevino Drive. <br /> The developer has constructed a bio- retention pond to treat storm water flow, as <br /> required by the Alameda County Clean Water Program and State Water Board. <br /> Additionally, the developer landscaped the triangular- shaped open space parcel along <br /> the east side of Montevino Drive. This was an undeveloped open space parcel that was <br /> created with the adjacent development. <br /> Upon acceptance of this project, the streetlights, storm drain systems, sanitary sewer <br /> and water systems within the public streets will be maintained and operated by the City. <br /> The EVA (Parcel "A and the open space /bio- retention pond area (Parcel "B will be <br /> maintained by the homeowners' association, as will the adjacent triangular- shaped open <br /> space parcel. <br /> Page 2 of 3 <br />
