<br />( ~ <br /> <br />WHEREAS, in reviewing this request for reapproval in accordance <br />with the provisions of CEQA, a Supplement to the -- <br />EIR has been prepared; the City Council has <br />reviewed and considered the information contained <br />in the EIR and the Supplement to the EIR and has <br />found them complete and adequate (Resolution No. ); <br />and <br /> <br />WHEREAS, the Planning Commission held a public hearing on <br />October 26, 1983 and recommenned approval of the <br />rezoning and development plan approval; and <br /> <br />WHEREAS, a public hearing was held on November 8, 1983 before <br />the Ctiy Council at which time public testimony <br />was received relating to the project; and <br /> <br />WHEREAS, the EIR indicates significant environmental effects <br />would result from the reapproval of PUD-8l-30, <br />Hacienda Business Park, as summarized in the <br />Significant Effects and Findings, attached hereto <br />as Exhibit "A" and incorporated herein by reference, <br />and as more com~letely discussed in the EIR itself; <br />and <br /> <br />WHEREAS, CEQA and State and local guidelines adopted pursuant <br />thereto require this City Council to make specific <br />findings when an EIR identifies one or more <br />potentially significant effects which may result <br />from approval of the project; and <br /> <br />WHEREAS, <br /> <br />HHEREAS, <br /> <br />-- <br /> <br />this City Council finds that potentially significant <br />environmental effects either (1) have been avoided <br />or substantially lessened by changes and alterations <br />which have been incorporated into the nroject <br />during the review process, including conditions of <br />approval, (2) require mitigation by another public <br />agency having jurisdiction, or (3) cannot be <br />mitigated except by mitigation measures or alternatives <br />found to be infeasible given economic, social, <br />environmental, and other considerations. The <br />facts and findings supporting these findings are <br />summarized in the Significant Effects and Findings, <br />attached hereto as Exhibit "A", and as are more <br />fully found in the administrative record of this <br />project; and <br /> <br />despite the measures adopted to avoid or substantially <br />lessen the potentially significant effects, certain <br />effects would occur, including: regional land use <br />effects of long-term partially built industrial/commercial <br />sites and pressures to increase quantities of <br />planned residential land and densities; increased <br />traffic volumes and deteriorating levels of service; <br />increased emissions and concentration of air <br />pollutants; growth-inducing effects of certain <br />public service improvements necessary to accommodate <br /> <br />-4- <br />
