Monitoring of Development Alternative. (Final EIR <br />Comment K) . <br /> <br />i.l Findinq. A suggested mitigation, phase de- <br />velopment in City by monitoring development and <br />resricting growth to two million square feet <br />every five years, is unnecessary as environ- <br />mental impacts will be mitigated. <br /> <br />i.2 Fact. The recommended mitigation is unnecessary <br />because (I) environmental impacts of development <br />are mitigated by mitigation measures and condi- <br />tions of approval as described in Sections I <br />through X of this Resolution and (2) City poli- <br />cies allow for control of development on a <br />building-by-building basis with respect to <br />traffic, air and public services impacts. <br /> <br />XIII. Growth Inducement. <br /> <br />A. Siqnificant Effect. Growth-inducing impacts asso- <br />ciated with provisions of basic employment, removal <br />of flood hazards, generation of more jobs than em- <br />ployees can be housed locally, and construction of <br />water and sewage treatment and other service <br />facilities likely sized for additional growth. <br /> <br />a.l Finding. Growth-inducing impacts have been <br />analyzed separately under each subject matter <br />heading herein and have been found to be avoided <br />or substantially lessened because of the incor- <br />poration of feasible mitigation measures, or <br />have been found unavoidable because mitigation <br />measures and alternatives have been found to be <br />infeasible. <br /> <br />a.2 Fact. See Sections I through XII, including but <br />not limited to, Sections I.a.2, I.a.4, I.a.6, <br />I.c.2, I.c.3, I.c.5, II.a.2, II.a.3, III.a.2, <br />IV.a.2, IV.a.4, IV.b.7, IV.b.2, IV.c.2, IV.c.5, <br />and all facts supporting infeasibility of the <br />Alternatives in Section XII. <br /> <br />24. <br />
