THE CITY OF 2 b CITY COUNCIL AGENDA REPORT PL£ASANTONo March 02, 2010 Community Development Engineering Division TITLE: APPROVAL OF PLANS AND SPECIFICATIONS, REVIEW OF BIDS, AND AWARD OF CONSTRUCTION CONTRACT TO CAL -BAY CONSTRUCTION, INC. IN THE AMOUNT OF $114,889 FOR THE PERMIT CENTER REMODELING PROJECT, CIP NO. 098037 SUMMARY The City has found that customers feel a "pinball effect" as a result of being shuffled between various division counters within the Community Development Department. The goal in the remodel of the Permit Center is to create a state -of- the -art permit center where customers are seated at a single counter and the appropriate employees are brought out to discuss the customer's projects and questions. The project is in keeping the City's objective of providing excellent customer service and fostering interdepartmental partnerships on behalf of the community. Plans and specifications were prepared for the Permit Center Remodel Project at 200 Old Bernal Avenue. Bids have been received and staff is recommending award of the construction contract to the lowest responsible bidder, Cal -Bay Construction, Inc., in the amount of $114,889. RECOMMENDATION 1. Approve the plans and specifications for the Project. 2. Review the bids received and award the construction contract to Cal -Bay Construction, Inc. of San Leandro, California in the amount of $114,889. 3. Authorize the City Manager to enter into a construction contract with Cal -Bay Construction, Inc., and approve costs related to furniture and fixtures. 4. Authorize the Director of Community Development to approve and execute, if necessary, contract change orders in an amount not to exceed $29,945. FINANCIAL STATEMENT The City's adopted Two Year Capital Improvement Program (CIP) includes funding in the amount of $250,000 for the Project. In addition to the construction contract and contingency, the construction budget includes FF &E's (furniture for the Permit Center), moving expenses and Architectural Services related to the Project (see Attachment 2 for a detail of funding and estimated expenditures).
