BACKGROUND <br /> The City has found that customers feel a "pinball effect" as a result of being shuffled <br /> between various division counters within the Community Development Department. <br /> The goal in the remodel of the Permit Center is to create a state -of- the -art permit center <br /> where customers are seated at a single counter and the appropriate employees are <br /> brought out to discuss the customer's projects and questions. <br /> The Project consists of the removal and disposal of existing cabinetry, ceilings and <br /> lighting, and a reconfiguration of the Permit Center with new cabinetry, carpet and <br /> lighting. Carpeting will be replaced and walls repainted in the hallway from the front <br /> door to the City Council Chambers as well as the Large Conference Room. The project <br /> also includes the installation of eight solar tubes which will provide natural lighting to the <br /> Permit Center in compliance with the City's policy to add environmentally "green" <br /> measures to our projects where practical. <br /> DISCUSSION <br /> Sealed bids for this project were opened on January 27, 2010. A total of ten (10) bids <br /> were received with bid amounts ranging from $114,889 to $181,956 (see Attachment 1). <br /> The Architect's estimate for the Project was $175,000. <br /> Staff reviewed the bid submitted by the low bidder, Cal -Bay Construction Inc., and found <br /> it to be in order. Past work performed by this contractor was also verified and was <br /> determined to be satisfactory. Staff recommends award of the construction contract to <br /> the lowest responsible bidder, Cal -Bay Construction Company, Inc. <br /> Staff is recommending use of the balance of available funds in the amount of $29,945, <br /> for contingency purposes in order to accommodate adjustments that may be required <br /> with the construction of the project. Due to the smaller nature of this project, a standard <br /> contingency percentage is not anticipated to provide sufficient funds in the event <br /> unexpected conditions arise. <br /> Permitting and counter consultation services will be relocated to 157 Main Street during <br /> the construction period. <br /> Page 2 of 3 <br />
