65. All public/private streets and driveways designated as fire lanes by the Fire Chief <br />shall be maintained in accordance with Articles 9 and 10 of the Uniform Fire <br />Code, which permits the towing of vehicles illegally parked on the fire lanes. Fire <br />lane curbs shall be painted red with "No Parking, Fire Lane, Tow Away Zone" or <br />"No Parking, Fire Lane, Tow Away Zone" signs shall be installed as required by <br />the Vehicle Code. <br />Geotechnical Requirements and Mitigations <br />66. To mitigate the potential effects of seismically induced ground shaking at the <br />project site, the design and construction of all structures on the lots covered by <br />this approval shall conform to the current standards defined in the most recently <br />adopted California Building Code and shall implement the recommendations of <br />the preliminary geotechnical investigation report and the design-level <br />geotechnical report to be submitted with the improvement plans. This statement <br />shall appear in the residential design guidelines. (Mitigation Measure F-1 of the <br />FEIR.) <br />67. The project developer shall undertake a detailed, design-level geotechnical <br />investigation and, based upon this investigation, shall submit adesign-level <br />report with the improvement plans and the first final subdivision map that <br />incorporates and further develops the conclusions and recommendations of the <br />existing Planning/Development Level Geotechnical Report, "Planning/ <br />Development-Level Geologic and Geotechnical Investigation, Kottinger Hills, <br />Pleasanton, California'; prepared for Ms. Jennifer Lin by Berlogar Geotechnical <br />Consultants, dated November 14, 2003, and shall include the comments and <br />recommendations provided by the City's peer review geologist/geotechnical <br />engineer, Cotton Shires and Associates). The design-level report shall address <br />the following impacts and mitigation measures: <br />a. To ensure that existing landslides are properly identified, repaired, and areas <br />of unstable soils are stabilized, the report shall evaluate each proposed lot for <br />geotechnical suitability. If unstable soils and/or slopes could affect areas <br />within designated lot boundaries, these areas shall be clearly demarcated on <br />an engineering geologic map and repaired prior to issuance of the building <br />permit. (Mitigation Measure F-2-a of the FEIR) <br />b. To ensure that structures or property are not adversely affected by expansive <br />and/or corrosive soils, the report shall include design standards for the <br />proposed building foundations and improvements, including sidewalks, <br />parking lots, and subsurface utilities, and shall incorporate measures to <br />ensure that potential damage due to the shrink/swell potential of the site's <br />soils is minimized. The preliminary geotechnical report indicates that <br />expansion could be on the order of several inches and that additional <br />laboratory testing and analysis during a design-level geotechnical <br />investigation is required.
