BACKGROUND <br /> Historically, the City of Pleasanton has contracted for aerial photography. The images <br /> and the digital contour elevation information developed from aerial photography are <br /> used routinely by the Engineering and Planning Community Development Departments, <br /> by the Utilities Division, Parks and Community Services, and the Police and Fire <br /> Departments. Current and accurate data is necessary to assure appropriate responses <br /> to activities, services, and facilities managed by the City. <br /> As in previous flights, the City staff recognized the opportunity to share the aerial <br /> orthophotography costs with other agencies to mutually benefit all project partners. The <br /> cities have a record of successful coordinated projects in the Livermore- Pleasanton- <br /> Dublin area. For this current project, the local agencies began meeting in the spring of <br /> 2009 to discuss the potential for once again coordinating the work. By developing a <br /> joint Request for Proposals (RFP) and flight plan, the agencies have the opportunity to <br /> acquire more data from a single flight for less cost to each partner. Staff from each of <br /> the cities, Pleasanton, Livermore and Dublin, and the Livermore GIS consultant, the <br /> Land Systems Group, developed an RFP and flight specification for an area -wide flight. <br /> The RFP was published in June 2009 and distributed to eleven aerial photography firms <br /> expressing interest in the project. Of seven companies that responded to the RFP and <br /> submitted complete proposals, the three agencies unanimously selected GeoTerra, Inc. <br /> (dba 3DiWest) based on their experience performing similar flights as well as their <br /> complete and detailed proposal. In addition, as proposed, their work will be accomplished <br /> well within the project budget and at an additional savings of 20% of the agencies' <br /> estimated project costs under the cost sharing agreement. <br /> As in previous years, the three cities agree to execute a Memorandum of Agreement <br /> (MOA) which proportionally divides the costs associated with GeoTerra, Inc. (dba <br /> 3DiWest)'s services, with each partner issuing payment directly to GeoTerra, Inc. (dba <br /> 3DiWest) for its share. The consultant has provided a cost estimate (Exhibit "C" Cost <br /> sharing Totals) and a schedule for completion. <br /> DISCUSSION <br /> Attached is the proposed Professional Services Agreement with GeoTerra, Inc. (dba <br /> 3DiWest) for aerial orthophotography services as described in Exhibit "A" Scope of <br /> Services, in an amount not to exceed $191,322. The timeframe for these tasks and <br /> deliverables is estimated to be nine months. The project will be flown in April /May 2010. <br /> Staff has reviewed and concurs with the attached Memorandum of Agreement between <br /> the partners, the City of Pleasanton, the City of Livermore, and the City of Dublin, which <br /> divides the costs associated with GeoTerra, Inc. (dba 3DiWest) for each city's share. <br /> Livermore's flight area includes the outlying unincorporated regions previously <br /> photographed during the 2005 flight. <br /> Page 2 of 4 <br />
