BACKGROUND <br /> On September 15, 2009, the City Council reviewed the Draft Pedestrian and Bicycle <br /> Master Plan and received public comment regarding needs of people with disabilities. <br /> At the City Council meeting of October 20, 2009, additional public comments were <br /> received regarding needs of people with disabilities. Staff met with representatives of <br /> Community Resources for Independent Living (CRIL) and the Disability Action Network <br /> (Jessica Lehman and Carmen Rivera Hendrickson) on November 20, 2009. At this <br /> meeting staff proposed changes to the master plan to address the concerns expressed <br /> at the City Council Meetings. Staff followed up on December 1, 2009 by providing <br /> detailed proposed changes (Attachment 3). In response, staff received a letter from <br /> Jessica Lehman of CRIL, dated December 30, 2009, endorsing the master plan based <br /> on the changes proposed by City staff and additional changes proposed by CRIL in said <br /> letter (Attachment 4). <br /> Below is a list of all proposed changes to be made to the master plan document. The <br /> original draft plan can be viewed in its entirety through a link on the "Bicyclists and <br /> Pedestrians" page of the "Traffic Information" section on the City of Pleasanton website. <br /> Changes related to needs of people with disabilities: <br /> Throughout the master plan document the term "physically disabled" will be <br /> replaced with "people with disabilities except where quoting from other City <br /> documents that use the term "physically disabled" <br /> Executive Summary <br /> o Page i, goal 3, will be changed from: "Establish citywide design guidelines <br /> for bicycle and pedestrian facilities" to: "Establish citywide design <br /> guidelines for bicycle and pedestrian facilities and consider the needs of <br /> roadway users of all ages and abilities." <br /> o Page i, goal 5, will be changed from: "Improve safety for pedestrians and <br /> bicyclists" to: "Improve safety for pedestrians and bicyclists, including <br /> people with disabilities." <br /> o Page iv will be updated to add: "Encourage involvement of people with <br /> disabilities in the development of future facilities," and "Develop a <br /> maintenance program for bicycle and pedestrian facilities that considers <br /> the needs of bicyclists, pedestrians, and people with disabilities." <br /> Chapter 2 Goals, Policies and Programs This chapter will be updated to <br /> include more content related to people with disabilities. <br /> o Page 2 -3, Program 1 -2 D, will be changed from: "Develop a citywide <br /> signage and wayfinding system for pedestrians and bicyclists that reflects <br /> the local culture and community." to: "Develop a citywide signage and <br /> wayfinding system for pedestrians and bicyclists that reflects the local <br /> culture and community. Develop signage to assist and inform people with <br /> disabilities." <br /> Page 2 of 7 <br />
