amendment to the Growth ManaKement Element of the <br /> General Plan would have to be approved by the City. '- <br /> <br />Section 5: With respect to the cumulative effects of continuing <br /> building by building development, the City Council <br /> finds that potential significant environmental effects <br /> either (1) have been mitigated by Project conditions <br /> of approval (Exhibit "A"); (2) require mitigation by <br /> another public agency having jurisdiction; or (3) cannot <br /> be mitigated except by mitigation measures found to be <br /> infeasible. The facts and findings supporting this <br /> finding are summarized in the Environmental Impact <br /> Findings, attached hereto as Exhibit "B" and incorpo- <br /> rated herein by reference and as are more fully found <br /> in the administrative record of this Project. All <br /> references in Exhibit "B" to the "Pro.~ect" are for <br /> Hacienda Business Park; all references to the "Developer" <br /> are to Prudential and Callahan-Pentz Properties. The <br /> City Council further finds that although not all <br /> significant environmental effects have been reduced <br /> to an insignificant level as defined in the CEOA <br /> guidelines, the remaining, unavoidable significant <br /> environmental effects are acceptable because the <br /> Project ' s economic, social, environmental, and other <br /> benefits outweigh any impacts which may occur; said <br /> benefits include provision of local jobs in a net <br /> outcommuting community; positive fiscal imDact upon <br /> the City's general fund; increased tax base and ' <br /> diversification of employers insulating the City and <br /> community from adverse effects of single-employer <br /> labor decisions. <br /> <br />Section 6: The City Council further finds that this project <br /> conforms to the requirements and purposes of the <br /> City ' s zoning ordinance, is in the best interests <br /> of the public health, safety, and general welfare, <br /> and is consistent with the goals and policies of the <br /> Pleasanton General Plan. That based on the best <br /> estimate of the jobs/housing balance in Pleasanton <br /> given development of this project and all other <br /> approved projects, the project is consistent with <br /> the balanced growth policies contained in the Growth <br /> Management Element of the General Plan. <br /> <br />Section 7: The City Council approves the application of GUS <br /> Enterprises and Prudential Insurance Company for <br /> PUD (Planned Unit Development) development plan <br /> approval of an approximately 105,998 sq. ft. hotel <br /> and related facilities including a 468 seat restaurant <br /> on an approximately seven acre site located at the <br /> northeast corner of Hopyard Road and Gibralter Drive <br /> subject to the conditions shown on Exhibit "A" attached <br /> hereto and made part of this case by reference. <br /> <br /> -2- <br /> <br /> <br />
