Option 2: Shall the development plan for the Oak Grove property in the City's <br /> Southeast Hills, that would allow 51 residential units and provide for <br /> the dedication of nearly 500 acres of open space with a trail and <br /> staging area, be approved? <br /> Option 3: Shall the ordinance that conditionally approved the Oak Grove project, <br /> a residential development of 51 lots that will provide nearly 500 acres <br /> of open space, a local and regional trail with a staging area, and a <br /> million dollars in traffic mitigation fees, be approved? <br /> Option 4: Shall the development plan for the Oak Grove property, which would <br /> permit the building of 51 custom homes in the Southeast Hills and <br /> would provide for the dedication of nearly 500 acres of open space, <br /> trails and a staging area, and traffic fees of one million dollars, be <br /> approved? <br /> Alternatively, the Council may wish to use different language for the ballot question <br /> (limited to 75 total words). <br /> Deadlines for Arguments. The timing for submitting arguments is set forth in the <br /> Elections Code. Direct arguments are limited to 300 words, and rebuttals are limited to <br /> 250 words. If the matter is submitted to the voters, staff recommends deadlines earlier <br /> than those set forth in the election timetable, above. <br /> Writing and Signing Arguments. The Council collectively, or as individuals, may write or <br /> sign any of the ballot arguments regarding this matter. Under the Elections Code, if <br /> more than one argument for or against is submitted, the argument submitted by the <br /> Council, or members thereof so authorized by the Council, has priority. <br /> If the Council decides to write a direct argument in favor of or against this matter, staff <br /> suggests that the Council consider the following options: <br /> Option A: Select a subcommittee of two Council members to write and sign the <br /> argument, and also delegate to this subcommittee the selection of third <br /> parties to co -sign (for a maximum of five signers). The argument would <br /> then be submitted to the City Clerk without need for further action at a <br /> public meeting. <br /> Option B: Select a subcommittee of one or two Council members to draft the <br /> argument (which is limited to 300 words). If three or more Council <br /> members wish to discuss the draft language before signing the argument, <br /> such discussion must take place at a public hearing. <br /> Page 4 of 6 <br />
