OPTIONS FOR CONSIDERATION <br /> The following are options that the Council may wish to consider and /or discuss: <br /> Option No. 1: <br /> Determine that the Planning Commission action, including conditions, is appropriate. <br /> The applicant does not oppose the Planning Commission action and conditions. <br /> Option No. 2: <br /> Determine that additional and /or revised conditions are required beyond the Planning <br /> Commission's conditions to address the Council's concerns or the concerns of <br /> neighbors. Here are a few possible options: <br /> Require the applicant to monitor noise levels with a sound meter. Staff has prepared <br /> a possible condition of approval: <br /> The applicant (or designated representative of the business) shall monitor the <br /> outdoor noise levels with a calibrated sound meter at least three times nightly each <br /> evening indoor music occurs. The applicant shall measure the noise levels at <br /> locations which are necessary to check compliance with City noise regulations. If <br /> the applicant determines that the noise level exceeds City noise regulations, then <br /> the applicant shall immediately notify the band or DJ to reduce noise levels in <br /> compliance with City noise regulations. <br /> Add a condition to memorialize the applicant's commitment to maintain security <br /> personnel during indoor music. Staff has prepared a possible condition of approval: <br /> The applicant shall provide security staff during the indoor music hours subject to the <br /> satisfaction of the Chief of Police. The applicant shall submit a security plan for the <br /> business specifying the numbers of security staff, frequency of outside patrols, <br /> security staff uniforms, etc. The final security plan shall be submitted to and <br /> approved by the Chief of Police prior to commencement of indoor music on <br /> Wednesdays and Thursdays. <br /> Reduce the proposed indoor music /dancing hours on Wednesdays and Thursdays <br /> (e.g., require the music /dancing to end at 11:00 p.m. instead of 12:00 midnight). <br /> Allow the expanded music /dancing to occur on either Wednesday or Thursday <br /> nights, but not on both nights. <br /> Prohibit outdoor music at Redcoats at all times, including during times when <br /> permitted through Downtown -wide permits. <br /> Page 5 of 7 <br />
