§2- 15.50.03. USER FEES AND CHARGES. The City <br />Council, from time to time, shall establish User fees and <br />charges for the use o£ the Sewerage System. Such fees and <br />charges shall provide for the recovery of all local costs <br />and regional costs incurred by the City and District in <br />providing Sewerage Service, including, but not limited to, <br />the capital, operational, maintenance, administration, <br />monitoring and replacement costs of the Sewerage System. <br />Fees and charges to each User shall be based on the City's <br />determination o£ the User's proportional share of such costs <br />considering the degree of effort required to treat the <br />Sewage of each classification of User and any special costs <br />of billing, inspecting, monitoring, and administration. <br />(a) User Charges. Users of the Sewerage System <br />shall be and are hereby required to pay bi- monthly User <br />charges in accordance with the schedule set forth in Section <br />2- 15.50.07 entitled "Schedule of Rates, Fees and Charges." <br />The charges specified therein shall accrue from the date the <br />User makes the service connection. <br />(1) Residential User Charges. The residen- <br />tial User charge shall be a flat rate per dwelling unit <br />depending upon the classification of the User pursuant to <br />Section 2- 15.50.01. <br />(2) Commercial User Charges. Commercial <br />Users shall be charged rates per one hundred (100) cubic <br />feet o£ metered water delivered to the User during the <br />billing period depending upon the classification of the User <br />pursuant to Section 2- 15.50.01. <br />(3) Industrial User Charges. Industrial User <br />charges shall be the sum of (1) the "demand" charges, estab- <br />lished for each Industrial User based on the maximum -month <br />average day discharge of Billable Parameters during the <br />previous year, (ii) "loading" charges, resulting from the <br />quantity of Billable Parameters discharged by a User during <br />a billing period, and (iii) monitoring costs established for <br />each User. For new Industrial Users such charges shall be <br />as determined by the Director. If the billable Parameters <br />representing a User's Sewage strength are relatively con- <br />stant, as determined by the Director, the Director may <br />establish a unit rate per quantity of Wastewater discharged <br />based upon the strength of the Sewage. Such rate shall <br />remain constant unless and until the Director determines <br />that there has been a significant change in the User's <br />Sewage strength. <br />(4) School User Charges.
