BACKGROUND <br /> The Pleasanton Senior Center building was constructed in 1991 and has experienced <br /> roof leaks when it rains for the past approximately ten years. The amount and extent of <br /> these leaks have increased overtime resulting in numerous maintenance efforts to solve <br /> leak related problems. As a result of these efforts and after consultation with roofing <br /> specialists, it was determined that a whole roof replacement was the best alternative to <br /> address leak issues. To that end, the project was authorized in the 2009/2010 Capital <br /> Improvement Program. <br /> The project consisted of complete removal and replacement of the existing concrete tile <br /> roof down to the roof sheathing, including the removal and replacement of the flat <br /> portions of the roof which were covered with tar and gravel. GRACE Ice and Water <br /> Shield was utilized as underlayment (as used on the Veteran's Memorial Building) in <br /> lieu of the existing felt underlayment on all surfaces. Staff replaced the existing <br /> concrete tile with material of the same type and color. The tar and gravel portions of the <br /> roof (flat roof) were replaced with white PVC roofing material instead of the existing <br /> gravel due to its longer life expectancy, reflectivity for better efficiency, and better <br /> insulating value. This solution was in line with the desire to create more efficient "Green" <br /> improvements whenever possible. <br /> DISCUSSION <br /> Construction began in September 28, 2009, with the project being substantially <br /> completed on November 20, 2009. The project is now ready for acceptance by City <br /> Council. <br /> Budget <br /> Funding for this project included $20,000 (CIP No. 088036) for project design services <br /> plus $225,000 allocated in fiscal year 2009 -2010 CIP for construction of the project (CIP <br /> 097027) and an additional $43,100 from the Facilities Renovation Fund, as a <br /> contingency to meet unforeseen costs, for total project funding of $288,100. The <br /> construction contract was awarded in the amount of $237,500 with a 20% contingency <br /> available. Project costs included change orders of $12,744 approved to address <br /> unforeseen conditions, including dry rot repairs which became evident only upon <br /> removal of the old roof. Staff recommends that the project balance of $32,508.17 be <br /> transferred back to the Facilities Renovation Fund since that fund was used only to <br /> Page 2 of 3 <br />
