Jane Lewis noted that the Iron Horse Trail is not accessible to everyone. She relayed an <br /> incident in which she attempted to use the trail as a short cut to her destination but instead <br /> became stuck in the gravel there. She requested that the trail be made more accessible and <br /> that, in the interim, it be appropriately signed. <br /> Jessica Lehman, Community Resources for Independent Living (CRIL), shared her concerns <br /> regarding the master plan in terms of its identification of the needs of those community <br /> members with disabilities. She requested the opportunity to meet with the Council and City staff <br /> to examine how these needs are currently taken into account and ensure that the plan provides <br /> for trail accessibility to people specifically with disabilities. She also asked that it recognize that <br /> recreation safety and opportunities are important for people with disabilities. She noted several <br /> instances of "the physically disabled" throughout the master plan and requested that those be <br /> replaced with the more flattering "people with disabilities." She asked that the Council not <br /> approve the plan until there has been opportunity to create a plan that supports the whole <br /> community. <br /> Mayor Hosterman asked if the item could be approved with the Consent Calendar, with the <br /> inclusion of these comments and a request for additional discussion. City Manager Fialho <br /> recommended that the item be continued until the issues are resolved. <br /> Councilmember Sullivan said he would prefer to pull the item until he has had the chance to <br /> review these issues with staff, as he indicated to CRIL that he would. <br /> Councilmember Thorne said that, as there are no drawbacks to delaying this, he would support <br /> further discussion. <br /> Councilmember McGovern agreed that the concerns warrant further discussion and also <br /> requested that the idea of a shared road along Foothill be reexamined, as she believes it to be <br /> the wrong choice. <br /> Vice -Mayor Cook- Kallio thanked Ms. Lehman for making the point about the appropriate <br /> descriptive for people with disabilities. <br /> Finance <br /> 7. Adopted Resolution No. 09 -321 authorizing the execution and delivery of a Purchase and <br /> Sale Agreement pertaining to the Proposition 1A Securitization Program <br /> Fire <br /> 9. Adopted Resolution No. 09 -322 establishing the City of Pleasanton Disaster Council, <br /> Citizens Corps Council; approved and authorized the City Manager to execute Emergency <br /> Preparedness Program Cooperative Agreement with Alameda County Public Health <br /> Councilmember Thorne said the item pertains to the establishment of a Disaster Council, <br /> comprised of citizens and City officials, who will develop disaster action plans.
