She also attended the course on Ethics Training and Traffic Calming, which was <br />interesting but not exactly enlightening. <br />Transit Oriented Development <br />cannot be effective without a school; otherwise, it becomes a Transit Adjacent <br />Development (TAD) which creates more traffic in the long run. <br />A parking structure in the Downtown contributes to Downtown vitality as people <br />walk rather than drive through the area. <br />Commissioner Fox attended session on how to prevent urban sprawl. She noted that <br />after about a ten -year process, the Home Depot in San Francisco pulled the plug due to <br />economics. She also went on the Bus Tour to a town that was in Sacramento County that <br />wanted to incorporate, but the County sued the town and did not allow it to incorporate <br />and make its own city. It took a court case to form the city, and part of the settlement <br />was that the County was allowed to keep the property taxes of the new city for a certain <br />period of time. The city basically survives by sales tax. Some builders are enticing <br />people to buy homes by offering hybrid cars along with the purchase of the house. <br />12.
