DE~VELOPMENT AGREEMENT <br /> City of Pleasanton/Bernal Avenue Associates <br /> <br /> ATTACHMENT 3 <br /> <br /> LIMITATION ON LOS CONDITIONS <br /> <br /> 1. The Developer and its predecessor have made the <br /> major road improvements necessary for. the development of the <br /> Project, including the widening of Bernal Avenue between Valley <br /> Avenue and Interstate 680 ("I-680"); completion of Valley <br /> Avenue from Bernal Avenue to the Arroyo Del Valle bridge; <br /> construction of the Arroyo Del Valle bridge; and installation <br /> of the intersection improvements at Bernal Avenue and Valley <br /> Avenue. <br /> <br /> 2. The City's traffic studies have shown that the above <br /> listed improvements will be able to serve the traffic generated <br /> by the Project without exceeding LOS D. <br /> <br /> 3. There are several large undeveloped parcels of <br />property in the immediate area o~ned by (i) the City and County <br />of San Francisco Water Department, (ii) TMI, and (iii) the <br />County of Alameda, shown on Attachment 4 (hereinafter referred <br />to as "Undeveloped Parcels"). <br /> <br /> 4.
