The photocell light shall be no more than 75 watts, unless after it is installed, the Planning Director determines that the light bulb is not bright enough to illuminate the flags, in which case the applicant may increase the wattage of the light bulb to a maximum of 100 watts. 9. The flagpole light shall be equipped with an automatic timer that shall turn offthe light between 10:00p.m. and 4:30 p.m. The location and design of the timer shall be subject to the review and approval of the Planning Director, prior to the issuance of a building permit. 10. The diameter of the flagpole shall be proportionate to the height of the flagpole. The size of the flags shall be appropriate for the flagpole and shall be proportionate to the height of the flagpole. 12. All site improvements and construction activities shall be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday through Saturday. No construction shall be allowed on Federal Holidays. All construction equipment must meet DMV noise standards and shall be equipped with muffling devices. 13. All appropriate City permits, including a building permit, shall be obtained prior to the construction of the flagpole and photocell light. 14. Design review approval shall lapse and shall be void one year following the effective date on which the drawings were approved, unless prior to the expiration of one year, a building permit is issued, and construction is commenced and diligently pursued toward completion, or the applicant or the applicant's successor has filed a request for approval of extension with the Zoning Administrator.
