BACKGROUND <br /> The American Recovery and Reinvestment Act of 2009 was signed by President <br /> Obama on February 17, 2009, to stimulate the national economy. The ARRA funding <br /> for Local Streets and Roads System Preservation (LSR) projects was divided into two <br /> tiers: "Regional ARRA Funding" and "State ARRA Funding." <br /> The City of Pleasanton applied for and is eligible to receive $1,588,000 and $370,000 <br /> from Regional ARRA Funding and State ARRA Funding, respectively. <br /> On August 18, 2009, City Council awarded a construction contract to Gallagher Burk, <br /> Inc. for a contract amount of $979,749 for "Overlay of Various City Streets CIP No. <br /> 095014." It is estimated that $1,201,711 from Regional ARRA Funding will be utilized <br /> for the total cost of this project, including the construction contract, contingency, <br /> construction services and management costs. <br /> Since the total project cost is approximately $386,000 less than the $1,588,000 <br /> allocated by the Regional ARRA Funding program, the City is now eligible to utilize this <br /> remaining $386,000 in "cost saving" funds for other qualifying LSR projects. <br /> DISCUSSION <br /> The City of Pleasanton must submit a grant application for "Cost Saving Regional ARRA <br /> Funding" to the MTC through the Alameda County Congestion Management Agency <br /> (ACCMA) to utilize the cost saving amount from the original Regional ARRA Fund. The <br /> first step in the federal grant process is the City Council adopting the attached resolution <br /> to authorize submittal of the grant funding application. <br /> In order to meet the strict federal program guidelines and the extremely restricted <br /> timeline, Santa Rita Road between Valley Avenue and Jensen Street was chosen for <br /> pavement rehabilitation. The roadway section is in need of repair; the project would <br /> provide for resurfacing approximately 260,000 square feet of roadway with Open <br /> Graded asphalt concrete overlay construction. The project would also include base <br /> repair, replacement of existing non compliant ADA curb ramps, adjustment of <br /> appurtenances to grade, establishment of new bicycle lanes, and installation of <br /> pavement markers, roadway legends, striping, and traffic detector loops. <br /> The attached resolution and associated funding allocation may not be the only <br /> opportunities the City will have to benefit from the Federal Stimulus Package.
