BACKGROUND <br /> The subject project was authorized in the 2008/2009 Capital Improvement Program to <br /> replace deteriorated water main -line valves throughout the City. Control valves provide <br /> for operational control of the water distribution system. When emergencies occur or <br /> repairs must be made, control valves allow for sections of the water distribution system <br /> to be isolated, thus preventing disruption of water service to a large amount of <br /> customers. <br /> The specific project locations were selected from a priority list developed by the Utility <br /> Division (see Attachment 1). <br /> DISCUSSION <br /> Bids <br /> An engineer's estimate for the project was calculated at $91,000. Sealed bids were <br /> opened on October 22, 2009, with a total of twelve bids received that ranged from <br /> $83,875 to $171,800 (see Attachment 2). The apparent low bid was received from <br /> W. R. Forde Associates of Richmond, California. All bid documents were found to be in <br /> order and past work performed by W.R. Forde Associates was verified to be <br /> satisfactory. Therefore, staff recommends award of the construction contract to the <br /> lowest responsible bidder, W. R. Forde Associates. <br /> Budget <br /> Project funding and estimated expenditures are presented in Attachment 3 to this <br /> report. A 15% contingency amount is recommended due to the nature of underground <br /> work and the potential to encounter unknown abandoned utilities or other buried <br /> obstructions that could impede the installation of the valves. <br /> Schedule <br /> The proposed schedule for the project is as follows: Approval of Plans and <br /> Specifications and Award of Contract, December 1, 2009; Start of Construction, January <br /> 2010; and End of Construction, February, 2010. <br /> Submitted by: Fiscal Review: Approve by: <br /> C- qt ij <br /> Brian Dolan D avid P.
