7. This conditional use permit approval will lapse within one year from the date of this <br />approval unless a grading/on -site permit is issued and all measures required by the <br />Director of Building Inspection are diligently pursued toward implementation or an <br />extension has been approved by the City. <br />8. The project developer or the property owner shall construct a perimeter dike surrounding <br />the dirt stockpiles composed of straw wattles or similar material. The perimeter dike <br />shall be shown on the on- site /grading plans to the satisfaction of the Director of Building <br />Inspection and the City Engineer. <br />9. Within 90 days of the approval of this application, the project developer or the property <br />owner shall post a $5,000.00 cash bond with the City to handle any erosion or other <br />hazards resulting from the placement of the dirt stockpiles on the subject property. The <br />bond shall remain with the City until such time as the dirt stockpiles are removed from <br />the site. <br />General Conditions <br />10. The project developer or the property owner shall pay any and all fees to which the <br />property may be subject prior to issuance of an on- site /grading permit. The type and <br />amount of the fees shall be those in effect at the time the on- site /grading permit is issued. <br />11. All conditions of approval for this conditional use permit shall be reprinted and included <br />as a plan sheet(s) with the on- site /grading permit plan check sets submitted for review <br />and approval. These conditions of approval shall be on, at all times, all grading and <br />construction plans kept on the project site. It is the responsibility of the project developer <br />or the property owner to ensure that the conditions of approval are implemented. Prior <br />approval from the Planning Department must be received before any changes are <br />constituted in design, location, erosion control measures, etc. <br />12. All on- site /grading plans must comply with all codes and ordinances in effect before the <br />Building Department will issue permits. <br />13. The project developer or the property owner shall submit a final grading and drainage <br />plan prepared by a licensed civil engineer depicting all final grades and on -site drainage <br />control measures. This plan shall be subject to the review and approval of the City <br />Engineer and/or the Director of Building Inspection prior to the issuance of any permits. <br />Erosion Control Urban Stormwater Runoff Conditions <br />14. The project developer or the property owner shall include erosion control /storm water <br />quality measures on the final grading plan which shall specifically address measures to <br />prevent soil, dirt, and debris from entering Devaney Canyon Creek and the City's storm <br />drain system. These erosion control measures shall comply with the "State of California <br />Regional Water Quality Control Board Erosion and Sediment Control Field Manual and <br />may include, but are not limited to, hydroseeding, hay bales, sandbags, and siltation <br />2 <br />
