The meeting was called to order at 8 :30 PM by Mayor Oxsen. <br />Roll call was taken..and.the following Councilmen were present: <br />George Hansen, Arnold.Abrott and James Trimingham. Councilman <br />Louis Hewitson.was absent. The.reading.of the minutes of the <br />meeting held on Monday,.August.13,.1951, were dispensed with. <br />The purpose of this meeting was to prepare the budget and set <br />the tax rate: for the next. fiscal..year., 1951 -52.. <br />After a lengthy discussion concerning the budget and tax rate, <br />it was decided to maintain the present tax rate of $1.40 per <br />one hundred dollar assessed valuation w4ch'is derived as follows: <br />1929 Bond Fund .12 <br />1948 Bond Fund .51' <br />Library .11 <br />Music and Promotion .03 <br />General Fund .63 <br />TOTAL $1.40 <br />MEETING OF CITY COUNCIL <br />OF THE TOWN OF PLEASANTON <br />August 20th <br />Mayor Oxsen reported to the City Council relative to his "recent <br />conversation with Mr. Lassen, who is planning a subdivision of <br />the O'Neil property.' `Mayor Oxsen reported that he pointed out <br />to Mr. Lassen the critical water situation now confronting the <br />Town of Pleasanton,' which.the Ci.ty.Council.was now discussing, <br />and which was increasing our present storage supply and securing <br />a site for a •well to furnish the_.Town,of. Pleasanton water when <br />the City of San Francisco is not required to furnish. same. A pipe <br />line to the reservoir and,correcting certainbottlenecks in our. <br />present water system. Mayor Oxsen also reported..that :he explained <br />to Mr. Lassen that if his 'subdivision was going to materialize <br />immediately the Town would not be able to furnish him with water. <br />Mayor Oxsen also informed Mr. Lassen that -some arrangements might <br />be made to include the storage facilities for the subdivision in our <br />Pleasanton Project. Mayor Oxsen :further explained to Mr. Lassen <br />that it would necessitate a. bond issue,. the exact figures not yet <br />available, but estimated to be several hundred thousand doiklars, <br />if.the subdivision was included'in the program,.and that the voters <br />of,the Town of Pleasanton.might reject.such a. bond issue if they <br />felt it would increase their taxes.and.theirwater rates to furnish <br />water for his subdivision. Also., not.having our t ax roll for.the <br />fiscal year, the exact assessment permitted was not available, but <br />it is doubtful if our assessed valuation would.permit.a" bond issue <br />of that size. Mayor Oxsen, also told Mr. Lassen that so far as he <br />knew, it was the problem of anyone putting in a subdivision to make <br />arrangements for his water supply. Mr. Lassen told Mayor Oxsen that <br />he was at the present time drilling a well on his property <br />to supply water for a lake and had been informed that'he would <br />probably also get enough water totake care of his subdivision. <br />Therefore, he requested that we let the matter rest for a period <br />of thirty days. Mr..Lassen also informed Mayor Oxsen that there <br />probably would be Federal funds available for this purpose, and if <br />not, there are insurance companies, etc., who will finance a pro <br />ject of this sort and lease same to the community over a long <br />period of years, but Mr. Lassen was told by Mayor Oxsen that this <br />was beside the point.
