The Council of the Town of Pleasanton met in regular session at 8 :00 P.M. on <br />the above date with Mayor Oxsen in the chair. Roll call showed: Councilmen Hansen, <br />Trimingham and Abrott present. Absent Councilman Hewitson due to illness. <br />MINUTES of the May Vth. meeting were read and Councilman.Triminghapi suggested that <br />tardy Councilmen's names be included in the opening paragraph. <br />Minutes approved as corrected. <br />MAYOR OXSEN called for opening of the Bids for sale of the City's'40 Chev. pick <br />up. <br />Three Bids submitted: <br />Mel tias <br />Pleasanton, California <br />June 4, 1951 <br />101.00 <br />Jim Sorensen 118.00 <br />Johnson Nielson 197.50 <br />Bid was accepted as presented by Johnson Nielson. The Clerk was instructed to sign <br />the necessary papers title over to Johnson Nielson upon receipt of their certi- <br />fied check for $19 <br />submitted for the Effluent <br />MAYOR OXSEN called for the opening reading of Bids <br />Spreading Field. <br />Bid No. 1 E. E. Lowell, Contractor <br />Bid No. 2 J. Henry Harris Co. <br />Following discussion, the Council moved to table the <br />to appear before the Council to review these bids. <br />MR. BLACK of the P.G.E. informed the Council that before the street lighting pro- <br />gram could be completed.- new poles would have to be added certain lights omitted. <br />There would be an additional charge of $2.00 per month if steel poles were erected, <br />on the west side of Main Street. <br />The Council o.k'd the installation of the new poles as submitted. <br />$17,250.00 <br />$20,460.00 <br />Bids ask Engineer Ramseier <br />MR. ED. BONDOLFI of the County Public Health Dept,.. submitted additional estimates <br />of Flouridation equipment: <br />Neither covers cost of installation but does include Co. supervision of installa- <br />tion. <br />Mr. Bondolfi also informed the City Council.- that on checking.with the State Public <br />Health Dept. on the Flouridation matter was informed that the Town of Pleasanton <br />did not"have a permit to operate a water system and that formal. request is all that <br />would be required, as they were familiar with Pleasanton Water System. <br />Mr. Bondolfi suggested that if the Council o.k'd Flouridation the. Council could <br />include a request for approval at the time of application for a Water System permit. <br />-arm" <br />,COUNCIL TRIMINGHAM: asked why. state .permit was necessary, to add Floridation. <br />Mr. Rugnitz of the Rix& Public Health Bapk. Water Sanitation:Dept. State has <br />jurisdition over any and all treatment to all public water supplies. <br />Mr. Bondolfi: stated that.Dr. Malcolm sent his regards and offered his assistance. <br />DR. HECTOR: said that he was not present professionally, and he would rather speak <br />from a layman's point. Dr. Hector named the different service fraternal organiz- <br />ations that had been contacted in Pleasanton and everyone of them have.toted.in <br />favor of Floridation said they had all promised to write the Council of their <br />action. <br />MAYOR. OXSEN asked the Clerk if he had received any letters on the matter. <br />CLERK read letters from P.T.A. Pleasanton Elementary School Women's Improvement <br />Club Lions Club Chamber of Commerce Pleasanton Parlor Native Sons of the <br />Golden West.. All in favor &'asking the Council to install Floridation equipment. <br />MAYOR OXSEN felt that that perhaps the matter should be placed before the people <br />by public vote. <br />DR. HECTOR said that clubs, whose letters were read, both P.TWc. groups and others <br />have voiced their favorable opinion on the subject, felt that, that represented a <br />very good cross section of what the people of Pleasanton thought. In fact, Ive heard <br />no word against it. <br />COUNCILMAN TRIMINGHAM asked Attorney Gale if the Town would be held liable in case of <br />overdose? <br />MAYOR OXSEN asked if Mfg'd products were spoiled or changed would the Town be liable? <br />DR..THOMPSON'stated that theLTowns in the East have never runointo any overdosing <br />problems -.but by crystallization of the Sodium Flouride as. it is being injected caused <br />under dosage. <br />
