48 <br />MR. G00DRIDGE ST. ENG. presented the Council with prints and-estimates for street <br />construction work to be done on Bernal, St Mary and Division St's. <br />(1) Bernal Ave., construction and surface a 401 street, from Main to Augustine <br />St., level and resurface existing 20' paved area from Augustine St., to W.P.R.R. <br />Mr. Goodridge explained to the Council that before they could proceed with a 40' <br />street from Augustine to the W.P.R.R. a storm drain would have to be installed <br />from Augustine to the tracks, as the flow level is below the surgace and curb <br />line. <br />(2) Excavate and construct cement stopping area of 60'x24.5 at St. Mary and Main. <br />resurface 220 approach to intersection.of St. Mary and Main. <br />(3) Excavate, fill and surface an area 50 x 27 on Division St. at junction .of <br />St. Mary St. <br />THE CLERK was instructed to prepare the necessary forms to be filed with the Division <br />of Highways for the budgeting of gas tax money for the proposed street construction <br />herein stated above. <br />MAYOR OXSEN welcomed Dr. Malcolm to the meeting, and turned the meeting over to <br />him for the discussion of City Water Flourdation. <br />DR. MALCOLM, County Public Health Officer, addressed the Council and guests. Dr. <br />Malcolm stated that the benefits derived by adding Sodium Flouride to public water <br />supplies has been under investigation for some 15 yrs. and that dental caries <br />(tooth decay) in school children had been reduced from 30 60% and that from <br />60 90% of the school children to -day are in serious need of Dental -care. It would <br />take all the Dentist's working around the clock, to care for the schoolchildren <br />alone and then they probably wouldn't catch up. It has been found in recent re <br />ports, that 16 year olds had from 7 to 10 missing and /or decayed teeth. <br />Some of Dr. Malcolm's assistants, showed graphs giving comparisons of area with nat- <br />ural Flouride content and areas with low, or no Floride in the drinking water. Tooth <br />decay was much less frequent in areas where Floride was natural, likewise in graphs <br />shown where Sodium Floride has been added to water supplies. <br />DR. GEORGE HECTOR, read from Dental Journal where in, the A. D. A., the C. D. A. and <br />National Water Works Assc..were heartily in favor and strongly recommended the add- <br />ition of Sodium Flouride to public water supplies. Dr. Hector stated that he has been <br />interested in this subject for several years and has been gathering progress reports <br />and articles for over two years and recommended the Council to take favorable action <br />on this matter. Dr. Hector also stated that if Pleasanton made this addition, it <br />would be the first City of Town, to do so in the State of California. <br />COUNCILMAN TRIMINGHAM asked if the addition of Floride was so beneficial why had <br />not other Towns installed the equipment before now? <br />DR. MALCOLM answered whereas scientific research had been conducted for over 15Yrs. <br />and some large Eastern Cities had added Flouride to their water supplies, it is just <br />in recent months that the National Public Health Dept. has started this National <br />Promotion program. <br />DR. THOMPSON said that he didn't have much to add to what Dr. Hector had already said, <br />but that he too was heartily in faovor of the program, andpprompted the Council to <br />take immediate action. <br />AN ASSISTANT of Dr. Malcolms, who had made a survey of the Towns water pumping system <br />with an Engineev the Wallace Tiernan Co. of S.F. Said that installation of the <br />equipment would1relatively simple, as it would necessitate a single unit estimated <br />at $898.00 Morton Roy Co. estimated their equipment at $750.00 neither price includes <br />installation but did include supervision of installation. The estimated annual <br />cost for maintenance and operation was set at $360.00. <br />MAYOR OXSEN asked if there was any effects of Flouride water used in manufacturing? <br />Stating we have a Cheese Factory and a Winery that use the Cities water for the <br />manufacturing of their products. <br />DR. stated positively, that there is no harmful effects, no taste change <br />whatsoever, where Flouride water is used in manufacturing. <br />COUNCILMAN ABROTT asked if there was any danger of odor. <br />DR. MALCOLM: all the test conceivable prove no danger. <br />MRS. DRISCOLL, school nurse introduced ladies who were present.' Teachers- Miss. <br />Hunninghouse and Mrs. Harris, Mrs. Geo. Silveria, Hi. School P.T.A. president, and <br />Mrs. Harold Miller, Grammar School P.T.A. president. <br />MAYOR OXSEN akked what age group or if all age groups, would benefit from Flourid- <br />ated water? <br />
