Section 4: Contingent upon a four-fifths vote of the City
Council, this ordinance is declared an urgency ordinance
to be introduced and take effect immediately provided
that the fees shall not apply to residential
developments for a period of thirty (30) days from the
effective date. The fact constituting the urgency is
that the long delay while the Council subcommittee
studied this ordinance and extensive publicity relating
to proposed school impact fees permitted developers who
are in plan check to complete their processing and
obtain building permits while the urgent need to address
school overcrowding continued to increase
proportionately.

INTRODUCED at a regular meeting of the City Council of the City
of Pleasanton on July 15, 1986.

ADOPTED at a regular meeting of the City Council of the City of
Pleasanton on July 15, 1986 by the following vote:

AYES: Councilmembers - Butler, Mercer, Mohr, and Mayor Brandes
NOES: None

ABSTAIN: None
ATTEST:
MAYOR
~James R.
