Section 4: Contingent upon a four-fifths vote of the City <br /> Council, this ordinance is declared an urgency ordinance <br /> to be introduced and take effect immediately provided <br /> that the fees shall not apply to residential <br /> developments for a period of thirty (30) days from the <br /> effective date. The fact constituting the urgency is <br /> that the long delay while the Council subcommittee <br /> studied this ordinance and extensive publicity relating <br /> to proposed school impact fees permitted developers who <br /> are in plan check to complete their processing and <br /> obtain building permits while the urgent need to address <br /> school overcrowding continued to increase <br /> proportionately. <br /> <br /> INTRODUCED at a regular meeting of the City Council of the City <br /> of Pleasanton on July 15, 1986. <br /> <br /> ADOPTED at a regular meeting of the City Council of the City of <br /> Pleasanton on July 15, 1986 by the following vote: <br /> <br /> AYES: Councilmembers - Butler, Mercer, Mohr, and Mayor Brandes <br /> NOES: None <br /> <br />ABSTAIN: None <br />ATTEST: <br /> MAYOR <br />~James R.
