F. This ordinance does not include calculations for a <br />school impact fee for high school facilities- At present, there <br />is capacity within the existing high school district facilities- <br />It is hoped that the more immediate needs of the elementary <br />school district for a middle school can be addressed over the <br />next several years. At that point, if sufficient need is <br />demonstrated, it may be necessary or possible to establish high <br />school impact fees and eliminate the elementary school impact <br />fee. <br /> G. The affected school districts have expressed <br /> concerns about continued residential growth without an adequate <br /> mitigation of school overcrowding- There was a potential for <br /> legal and policital conflict between the City, the school <br /> districts and the developers which is avoided by this ordinance- <br /> H. The City is basing the school impact fee for each <br /> size and type of dwelling unit on the following conceptual <br /> formula: <br /> (Capital cost per classroom) . = Classroom cost per student <br /> (Number of students per classroom) <br /> (Classroom cost per student) + (Land cost per student) = Cost per <br /> student <br /> (Students per dwelling unit) X (Cost per student) = School impact <br /> fee <br /> The students per dwelling unit is adjusted by unit size (i.e. <br /> number of bedrooms)- <br /> I. The quantitative basis for establishing fee levels <br /> is as follows: <br /> <br /> - Capital cost per classroom equals $116,349 <br /> - Number of students per classroom equals 33 students <br /> - Cost per student equals $ 3,526 <br /> - Land need per student <br /> (e.g. 19.3' acres for 1150 student school) 737 sq.ft. <br /> - Land cost per square foot $ 2 <br /> - Land cost per student ($2 x 737) $ 1,474 <br /> - Cost per student ($3,526 + $1,474) $ 5,000 <br /> - Elementary (K-8) students per household: .4024 students <br /> (10,467 households in pleasanton Elementary <br /> generate 4,212 children) <br /> - Cost per household to supply elementary <br /> school space ($5,000 x .4024) $ 2,012 <br /> - Base school impact fee (3 bedroom units) $ 2,000 <br /> - Adjustment for size of house: .3521 elementary <br /> Two bedroom or less: assume students per <br /> household <br /> .3521 elementary <br /> Each mobile home space: assume students per <br /> household <br /> <br /> - 2 - <br /> <br /> <br />
