Approved and authorized the City Manager to execute contract #09-471Cwith Artist Jill Turman in the amount of $41,300 for the design, fabrication, and installation of the public art signage for the Firehouse Arts Center Councilmember Thorne stated that the action taken on Item 2 was inevitable but noted that this is another example of the state legislature interfering in local planning issues. Oath of Office for recently appointed Commission Members Mayor Hosterman called forward newly appointed members of the Parks and Recreation Commission, Youth Commission, Economic Vitality Committee, and the Committee on Energy and the Environment. The City Clerk administered the Oath of Office. 12. Public Comment Fred Norman asked the Council again how they and the newly appointed commission and committee members will exercise their promise to uphold the Constitution. He said 1,649 American troops have been killed in Iraq since he asked the Council to take a formal stance on the war in September 2006. Kathy Dowding read the names of the 4 troops killed in Iraq and the 41 troops killed in Afghanistan since the last Council meeting.
