evening, and thought that if people got their questions answered most would be on board with the <br />project. <br /> <br />Councilmember Sullivan said he has an issue with the process this project followed, stating that the <br />outcome may have been different had the Council had the opportunity to consider this location and <br />hear from residents. He credited the City Manager with being adept at meeting with people and <br />addressing concerns would prefer the matter be addressed through a formal Council hearing but in <br />absence of that he would like staff to hold a properly advertised public meeting. If the result of that <br />input is negative, the matter should return before the Council. He advised a sense of balance <br />between what is good for the downtown as well as the people living there. <br /> <br />Vice-Mayor Cook-Kallio said she would prefer the process start with staff and only come before the <br />Council if the issues raised cannot be satisfactorily addressed. <br /> <br />Mr. Fialho said he would normally advocate the same but cited time constraints and the upcoming <br />holidays as a concern. It is likely that the matter would return to the Council in any event and <br />recommended, in the name of expedience, that the matter be agendized as a temporary use permit <br />for Delucchi Park with a staff report outlining the parameters, concerns, and alternate locations. <br /> <br />Mayor Hosterman noted that the Council had a great deal of interest in other locations that fell <br />through. She believes this project will provide the same type of stimulus other cities with a similar <br />ice rink have experienced and that she wanted to get through this process as fairly and <br />expeditiously as possible so that they may learn from it. <br /> <br />Councilmember Thorne said he was not aware the proposed location had been moved until he <br />heard public complaint. He voiced support for a formal Council hearing and thought they may hear <br />from more residents in support of than against the project. <br /> <br />Councilmember McGovern said she would like to see staff meet with the public first then develop <br />definitive options to present to the Council at a formal hearing. She believed the public has more <br />concerns than voiced here tonight. <br /> <br />Councilmember Sullivan urged staff to develop a solution that everyone can support. <br /> <br />The Council provided staff with the direction recommended by Mr. Fialho; that the matter be <br />agendized as a temporary use permit for Delucchi Park with a staff report outlining the parameters, <br />concerns, and alternate locations. <br /> <br />Councilmember Sullivan asked if the Council would support a resolution opposing the wars in Iraq <br />and Afghanistan. <br /> <br />Mayor Hosterman shared her support for reasons stated previously. She said she believes it to be <br />part of the Council’s job and is thankful she has had an opportunity to do so with other mayors <br />throughout the country. <br /> <br />Vice-Mayor Cook-Kallio said she is disturbed that the Council’s refusal to issue such a resolution <br />has portrayed her as not caring for the safety of those serving in Iraq. She said she is also disturbed <br />that someone would question her support of democracy around the world. She reiterated her belief <br />that this issue should not be institutionalized, voiced support for Ms. Dowding and Mr. Norman, and <br />said she does not believe issuing a piece of paper does anything.
