Hacienda Mixed Use Rezoning Initial Study <br /> Discussion of Checklist Items <br /> Less than- Significant Impact. The zoning change itself would not remove any trees. At the time a <br /> development plan is proposed for the project sites, the impacts to any existing trees and their potential <br /> significance, if any, will be considered in the project- specific environmental review. It is anticipated that <br /> any future impacts regarding tree removal would be less than significant due to mitigation requirements <br /> of the Pleasanton Municipal Code, Chapter 17.16: Tree Preservation. <br /> No Impact. The proposed project would have no impact: on any special status species, riparian habitat, <br /> or migratory bird species. In addition, it would not conflict with an adopted Habitat Conservation Plan, <br /> Natural Community Conservation Plan or other approved local, regional, or state habitat conservation <br /> plan, as no such plans apply to the project sites. <br /> Less Than <br /> Potentially Significant with Less Than No <br /> Significant Mitigation Significant Impact <br /> Impact Incorporation Impact <br /> 5. Cultural Resources Would the project: <br /> a) Cause a substantial adverse change in the significance of a X <br /> historical resource as defined in 515064.5? <br /> b) Cause a substantial adverse change in the significance of X <br /> an archaeological resource pursuant to 515064.5? <br /> c) Directly or indirectly destroy a unique paleontological X <br /> resource or site or unique geologic feature? <br /> d) Disturb any human remains, including those interred X <br /> outside of formal cemeteries? <br /> Environmental Setting <br /> Hacienda is located in an area of relatively high archaeological sensitivity. A portion of the former <br /> Willow Marsh, which once housed aboriginal populations, was located in the western and southern <br /> portions of Hacienda. Over the millennia, the edges of this marsh and the arroyos that fed it from the <br /> east moved back and forth across the area. Given that Hacienda is located within a region of historical <br /> and archaeological significance, the potential for finds exists within the area.' <br /> The project sites contain no historic structures. Hacienda demolished all extant buildings during <br /> development of the business park. <br /> Significance Criteria <br /> The impact questions above constitute the significance criteria for this environmental topic. The text <br /> below further explains and defines the significance criteria for impact question b). <br /> CEQA Guidelines Section 15064.5(c) applies to effects on archaeological sites. Effects on non unique <br /> archaeological resources are not considered significant. Regarding unique archaeological resources, lead <br /> agencies may require that reasonable efforts be made to allow such resources to be preserved in place or <br /> left in an undisturbed state. To the extent that unique archaeological resources are not preserved in <br /> place or Left undisturbed, Public Resources Code Section 21083.2 requires mitigation measures to protect <br /> C of Pleasanton, Hacienda Business Park Planned Unit Development, PUD- 81 -30, Final Environmental Impact Report, <br /> May 1982. <br /> Draft, Subject to Revision 12 8/31/2009 <br />
