In addition to reviewing the benefits of establishing a Disaster Council and a Citizens <br /> Corps Council, Alameda County fire departments have been developing ways to <br /> improve emergency preparedness, including recent concerns regarding pandemic flu <br /> and the act of bioterrorism. As part of this effort, the Alameda County Public Health <br /> Department (ACPHD) has been diligently working to establish emergency preparedness <br /> cooperatives with local jurisdictions that will be implemented through a cooperative <br /> agreement. The cooperative agreement enables the City to: <br /> Incorporate ACPHD in its response plans <br /> Participate in Mass Prophylaxis/Vaccination planning <br /> Identify Point of Dispensing (POD) Sites in our jurisdiction <br /> Participate in developing a site security plan for the POD <br /> Participate in preparedness trainings and recruitment of volunteers <br /> Provide information to the public 24/7 during emergencies <br /> The Agreement provides for the ACPHD to: <br /> Incorporate the City of Pleasanton in its response plans <br /> Provide training materials for POD staff <br /> Provide preparedness training and mass prophylaxis exercise opportunities <br /> Provide supplies and equipment including medications and vaccinations as <br /> available. <br /> DISCUSSION <br /> To build a disaster resilient community starts with establishing local partnerships to <br /> foster communication, collaboration and cooperation. The Disaster Council and the <br /> Citizen Corps Council gives us the opportunity to forge a strong community commitment <br /> to emergency planning and preparedness. And, becoming a partner with our local <br /> public health department benefits our community in coordinating our local response to <br /> pandemics or bio- terrorism. <br /> Disaster Council (DC) membership is comprised of participating agency- designated <br /> representatives who are assigned the emergency planning and preparedness role <br /> within their respective agency. City of Pleasanton's City Council approval of this body <br /> will enable the City Manager to appoint a City of Pleasanton representative to sit on the <br /> Disaster Council. City of Pleasanton representatives can include the Police <br /> Department, Livermore Pleasanton Fire Department, Human Resources, Park and <br /> Community Services and the Operations Services Center. Community partners and <br /> agencies will designate their DC representatives. To become a successful DC, <br /> community partners will include Pleasanton Unified School District, Chamber of <br /> Commerce, American Red Cross, Alameda County Office of Emergency Services, <br /> Valley Care Medical, PG &E, Zone 7, Livermore Amador Valley Transportation, BART, <br /> Citizen Corps Council and a representative from the faith -based and special needs <br /> communities. Upon approval to establish a DC, it is anticipated that the initial kick -off <br /> meeting will occur in December 2009. The DC will meet monthly and gradually phase <br /> to bi- monthly meetings. The purpose of the meetings will be to establish working <br /> emergency preparedness partnerships through planning and developing exercises to <br /> strengthen our collective response to emergencies /disasters.
