height, and additions to single-family residences which <br /> exceed ten (10) feet in height shall be subject to <br /> review by the Zoning Administrator. The ugly, the <br /> inharmonious, the monotonous, and the hazardous shall be <br /> barred, but originality in site, planning, architecture, <br /> landscaping, and graphic design shall not be suppressed. <br /> Review shall include exterior design, materials, <br /> textures, colors, sign, colors, and means of <br /> illumination, but shall not consider elements of the <br /> design that are not visible beyond the boundaries of the <br /> site." <br /> <br />Section 3: Section 18.20.030(c) of Title 18 of the PMC is hereby <br /> amended to read as follows: <br /> <br /> "No addition to a single-family residence, or an <br /> accessory structure, exceeding ten (10) feet in height <br /> shall be constructed or erected until the site plan and <br /> elevations, as required in Section 18.20.040 have been <br /> approved by the Zoning Administrator." <br /> <br />Section 4: Section 18.20.060(b), of Title 18 of the PMC is <br /> hereby amended to read as follows: <br /> <br /> "b. Action by Zoning Administrator on Certain Accessory <br /> Structures and Additions to Single-family Residences. <br /> <br /> (1) The Zoning Administrator shall check the site plan <br /> and architectural drawings or sketches showing <br /> building elevations for compliance with the <br /> requirements of this chapter. <br /> <br /> (2) If compliance with the requirements of this chapter <br /> is found, the Zoning Administrator shall send <br /> notice of the application to the surrounding <br /> property owners. The Zoning Administrator shall <br /> determine the area within which property owners are <br /> to be notified by mail. If within seven (7) days <br /> of mailing said notice, the Zoning ADministrator <br /> receives a request for a hearing, he shall schedule <br /> an administrative hearing within seven (7) days. <br /> <br /> (3) Either administratively, if no hearing is <br /> requested, or after conducting the administrative <br /> hearing, the Zoning Administrator shall approve, <br /> conditionally approve, or disapprove the <br /> application in accordance with the purposes of this <br /> article. <br /> <br /> (4) Any aggrieved party may appeal an action of the <br /> Zoning Administrator to the Board of Design Review. <br /> Actions of and appeals from the Board of Design <br /> Review shall be governed by this Title as if the <br /> appeal of the Zoning Administrator's action were a <br /> new application before the Board." <br /> <br /> <br />
