monitoring in accordance with the requirements established by <br /> the Environmental Monitoring Committee shall be conducted by <br /> the Property Owner's Association or by some other agency <br /> satisfactory to the City Engineer, at the Developer's <br /> expense. The location and number of test wells shall be <br /> determined by the City Engineer. <br /> <br />18. Air Quality Analysis. The City, at developer expense, shall <br /> hire a qualified atmospheric scientist or air pollution <br /> expert to evaluate project-generated air quality impacts, <br /> establish air quality standards to minimize air quality <br /> impacts from the project and to ensure that state and federal <br /> standards for primary pollutants are met at the site and <br /> along access routes, and develop a monitoring program which <br /> can be used to evaluate air quality impacts as the project <br /> develops. In the event such standards would be exceeded by <br /> any incremental development proposal, that particular project <br /> shall not be approved. <br /> <br />19. Noise Analysis. The City, at Developer's expense, shall hire <br /> a qualified acoustical expert to evaluate project-generated <br /> noise impacts, including cumulative impacts, and to conduct <br /> follow-up noise analysis of Developer-installed mitigation <br /> measures to ensure compliance with the City's adopted <br /> exterior noise standards. Noise mitigation shall extend to <br /> those areas studied for noise mitigation in the North <br /> Pleasanton Traffic Improvement District environmental impact <br /> report. <br /> <br />20. Truck Traffic. Until such time as Hacienda Drive interchange <br /> is constructed, all truck traffic generated by the <br /> development, including trucks used in construction <br /> activities, shall be directed northward on internal tract <br /> streets to Gibraltar Drive and, hence, northward on Hopyard <br /> Road to 1-580 so that no trucks shall use existing City <br /> streets other than Hopyard Road north of Gibraltar; after the <br /> Hacienda Drive interchange is constructed, all truck traffic <br /> shall be directed to use solely internal tract streets and <br /> Hacienda Drive interchange. The project's CC&R's shall <br /> include this restriction. <br /> <br />21. Environmental Police Power Regulations. The project shall <br /> comply with all applicable provisions of the transportation <br /> Systems Management Ordinance, the Hazardous Materials <br /> Ordinance, the Fire and Building Codes and all other such <br /> local, state, and federal regulations. <br /> <br />22. Archaeological Resources. In the event that human remains, <br /> artifacts, or other archaeological or historic materials are <br /> encountered during construction activities, such activities <br /> shall be halted until an evaluation by a qualified <br /> archaeologist can be made and a method for protecting and/or <br /> removing said materials is accomplished; except under <br /> exceptional circumstances, construction shall be halted for <br /> no longer than four (4) weeks. <br /> <br /> Conditions of Approval PUD-85-8 <br /> February 1986 <br /> <br /> <br />
