The mitigation measures identified in the <br /> EIR such as the widening, deepening and/or concrete <br /> lining of Arroyo areas, downstream channelization, <br /> and use of "chain of lakes," are subject to the <br /> jurisdiction of other public agencies and can and <br /> should be enforced by such agencies. <br /> <br /> b.2 Fact. The mitigation measures to mitigate <br /> cumulative impact for Tri-Valley development are <br /> subject to the jurisdiction of the Alameda County <br /> Flood Control and Water Conservation District <br /> (ACFCWCD). <br /> <br /> b.3 Finding. The No Project Alternative, which could <br /> partially mitigate the significant effect of <br /> flooding is infeasible. <br /> <br /> b.4 Fact.
