CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, ALAMEDA <br /> <br /> RESOLUTION NO. 02-114 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />RESOLUTION SUPPORTING PROPOSITION 47 <br /> <br />Proposition 47 - the Kindergarten-University Public Education Facilities Bond <br />Act of 2002 -provides $13 billion in bonds to relieve overcrowding, <br />accommodate new enrollments, make safety repairs and upgrade California's <br />elementary, middle and high schools, community colleges, and universities; and <br /> <br />California's independent Legislative Analyst reports, "About one in three <br />California school children attends an overcrowded school or a school needing <br />modernization'; and <br /> <br />Proposition 47 is needed to build new classrooms to relieve already overcrowded <br />schools and accommodate nearly one million new students who will be entering <br />our schools; the Office of Public School Construction data shows California needs <br />46,000 new classrooms, or 1,175 new schools, in the next five years; and <br /> <br />Proposition 47 ensures every critically overcrowded school district is eligible for <br />its fair share of funds to build new classrooms; and <br /> <br />many older schools are in dire need of repair and upgrading and Proposition 47 is <br />needed to fix leaky roofs, repair broken bathrooms, upgrade inadequate electrical <br />and fire alarm systems, install heaters and air conditioning, improve earthquake <br />safety in our schools, upgrade college laboratories and research facilities, and wire <br />classrooms for the technology and computers our children need to meet academic <br />standards and compete in the modem workforce; and <br /> <br />Proposition 47 provides matching funds to school districts that have already or <br />will soon pass local school construction bond measures; and <br /> <br />the California Taxpayers' Association supports Proposition 47 because funds must <br />be spent on school construction or renovation, and must not be wasted, and <br />projects must comply with strict accountability requirements, including mandatory <br />audits, to safeguard taxpayer dollars; and <br /> <br /> <br />
