As to Sections 20.12.014, 20.16.014 and 20.20.014 <br />(Expiration) and 20.08.017 (Required inspections), because <br />the City of Pleasanton is located in a very active seismic <br />area (seismic zone 4) and is located roughly between the <br />Calavaras and Greenville faults. The topography of the <br />City of Pleasanton is such that significant areas of the City <br />are either in an ancient swamp basin or on hill slopes. The <br />City is located in an area of high seismic activities. Recent <br />earthquake activities have indicated the lack of flexibility <br />of materials and /or building systems has been a <br />contributing factor to damages that reduced the protection <br />of the life-safety of building occupants and increased the <br />cost of rehabilitation of structures. Activities have <br />indicated the need for increased levels of safety in buildings <br />systems, including but not limited to means of egress, <br />wiring systems and fire protection systems. The City feels <br />that a code defined time is required for expiration of <br />unfinished work. Unfinished work may hazardous to <br />structures and citizens when left in various stages of <br />incompleteness. Incomplete structural components may not <br />stand in a seismically active area such as Pleasanton. <br />Incomplete wiring systems may cause fires. Incomplete <br />mechanical systems may waste energy and collapse if not <br />properly secured. Incomplete plumbing systems may <br />become shelters for small animals and may collapse if not <br />properly secured. <br /> <br />8. As to Sections 20.20.027 (Solar Photovoltaic Systems) <br />and 20.20.028 (Fuel Cell Systems) in order to provide the <br />most up to date information on a developing resource and <br />technologies for its use and to provide the best safety and <br />energy efficient methods known. This entire chapter <br />pertains to each and every installation of fuel cells currently <br />available. The City is within a climate zone where electric <br />cars sales and use have been State mandated. The <br />amendment provides technical standard that address the <br />electrical issues pertaining to alternate energy vehicles. <br /> <br />the City Council finds that because of the reasons stated, the State <br />of Califomia adopted Building Standards Code, Specifications, and <br /> <br />8 <br /> <br /> <br />
