18. <br /> <br />The City shall diligently initiate and undertake a comprehensive study of the feasibility of the <br />Happy Valley Bypass Road and alternative alignments. Alternative alignment input should be <br />solicited from the City Council, Planning Commission, Alameda County, Spotorno family, <br />Happy Valley neighborhood, City staff, etc. Upon completion of the study, the City Council <br />shall select a 'preferred alternative' which, if different from the existing Specific Plan alignment, <br />may require the preparation of a General Plan amendment, Specific Plan amendment, and PUD <br />zoning amendment application by the City and environmental analysis of all the alternatives <br />studied. Consideration of adoption of such alternative would take place through the public <br />hearing process. Following final determination of the feasibility of the Bypass Road alignment, <br />processing of the selected alignment, if one can be determined, shall be expedited.
