Effect: Changed view of lower Pleasanton Ridge from <br /> grassy benches/wooded areas to urban <br /> development-townhouses, custom residences, lights at <br /> night. <br /> <br /> Finding: The revised project substantially lessens the <br /> impact of the project upon the views of lower Pleasanton <br /> ridge. <br /> <br /> Fact: The townhouses, the most visible portion of the <br /> project have been eliminated from the project. <br /> <br /> Fact: The most visible custom lots have been required <br /> to be screened in a manner which allows screening to <br /> proceed prior to construction of buildings. <br /> <br /> Fact: Conditions No. 1, 9 and 28 require landscaping <br /> designed to hide visible development, revegetation with <br /> indigenous species, earthtone colors, and low level down <br /> projecting lights. <br /> <br />9. Effect: Creation of graded slopes in short-term <br /> potentially extending over several years, for custom lot <br /> build-out, which adversely affect view of lower <br /> Pleasanton Ridge. <br /> <br /> Effect: Conditions of the project substantially lessen <br /> the impact of short term grading on custom lots. <br /> <br /> Fact: Project modification and Condition No. 1 require <br /> the introduction of landscaping designed to screen <br /> custom lot grading and development in advance of that <br /> development; Condition No. 25 requires cuts and fills <br /> blend with natural terrain. <br /> <br />10. Change of rural character along Foothill Road by <br /> introducing urban development, possible rear yard fences <br /> along right-of-way. <br /> <br /> Finding: Alternatives to the project eliminating <br /> development along Foothill Road will be socially <br /> infeasible. <br /> <br /> Fact: The City has long planned for development along <br /> Foothill Road and the project site has participated in <br /> sewer and water assessment districts in accordance with <br /> those plans. <br /> <br /> Finding: Project conditions avoid the possibility of <br /> unscreened rear yard fences. <br /> <br /> Fact: Condition No. 22 proscribes rear yard fences at <br /> the roadway right-of-way. <br /> <br /> <br />
