Finding: Mitigation measures to remove all hillside <br /> lots are infeasible due to social considerations. <br /> <br /> Finding: The City desires upper and luxury housing like <br /> that proposed on hilly sites and is willing to allow <br /> such development when it meets a level of risk <br /> acceptable to the City. <br /> <br />4. Proposed development outside standard fire response time <br /> in high fire hazard area. <br /> <br /> Finding: Conditions of approval substantially lessen <br /> the impact of development in high fire hazard areas. <br /> <br /> Fact: Conditions No. 13, 14, 20, and 29 require <br /> mitigation measures be incorporated in building <br /> development acceptable to the Fire Chief. <br /> <br />5. Effect: Proposed development in area with insufficient <br /> water distribution/storage facilities <br /> <br /> Finding: Conditions of approval avoid the potentially <br /> significant effect. <br /> <br /> Fact: Condition No. 20 requires the project to <br /> construct the water distribution/storage facilities <br /> necessary to serve the site. <br /> <br />6. Effect: Grading approximately 500,000 cu. yds. in areas <br /> of potentially unstable slopes/soils. <br /> <br /> Finding: The project has been revised to substantially <br /> lessen the amount of grading. <br /> <br /> Fact: The revised project eliminates 150,000-250,000 <br /> cu. yds. of grading. <br /> <br /> Fact: Conditions No. 2 and 10 require final grading <br /> plan/specifications approval be withheld until <br /> completion of further geotechnical studies. <br /> <br />7. Effect: Increased erosion and sediment deposition from <br /> graded area. <br /> <br /> Finding: Conditions of project substantially lessen the <br /> potential erosion and sedimentation deposition from <br /> graded areas. <br /> <br /> Fact: Revised project has eliminated considerable areas <br /> of grading. <br /> <br /> Fact: Conditions of approval require revegetation, <br /> preparation of erosion and sedimentation plan <br /> (Conditions 1, 16, and 24). <br /> <br /> <br />
