32. <br /> <br />33. <br /> <br />34. <br /> <br />35. <br /> <br />36. <br /> <br />37. <br /> <br />38. <br /> <br />A detailed landscaping and fencing plan shall be submitted for the review and approval of <br />the Planning Director prior to the issuance of a building permit for the senior apartments. <br />Said landscape plan shall be detailed in terms of species, location, size, quantities, and <br />spacing. Attractive and detailed landscaping shall be provided in the central courtyard areas <br />of each building. A perimeter sidewalk around the site should be provided, if feasible, with <br />benches located where not directly adjacent to a private courtyard. <br /> <br />The site plan shall be revised to include carports for the senior apartment complex. The number of <br />carports shall be determined by the Planning Director based on the projection for future need of the <br />resident population. The architecture shall be of a higher standard, in keeping with the design of <br />the senior apartment trait complex. The design and location of the carports shall be submitted for <br />review and approval by the Planning Director prior to issuance of a building permit. In addition, <br />the site plan shall include additional tree planters in the parking lot area in order to provide more <br />shading for cars. A minor reduction in parking spaces shall be permitted for the sole purpose of <br />providing the carports and additional shade trees. <br /> <br />A final grading plan for the senior apartments shall be provided for the revie~v and approval <br />of the City Engineer and Planning Director prior to the issuance of a building permit for the <br />project. This grading plan shall incorporate all possible measures for pretreatment of storm- <br />water runoff on-site, including bioswales, permeable pavement, micro-detention areas, etc. <br /> <br />The final colors and materials of the apartments shall be submitted for the review and <br />approval of the Planning Director prior to the issuance of a building permit. <br /> <br />The final building elevations, showing all window and trim detailing, shall be reviewed and <br />approved by the Planning Director prior to issuance of a building permit. The developer <br />shall recess the windows or introduce window treatment elements in order to provide more <br />pronounced articulation of the building fenestration. <br /> <br />The final floor plans submitted for the issuance of a building permit shall show a shelf <br />immediately inside and outside the front doorway of the apartments for use by the seniors. <br />This detail shall be provided for the review and approval of the Planning Director. <br /> <br />The project shall be subject to the terms of the Aftbrdable Housing Agreement approved by <br />the Housing Commission at its June 20, 2002 hearing, and any subsequent changes to the <br />program approved by the City Council. <br /> <br />City Council Page 12 0f32 August 20, 2002 <br /> <br /> <br />
