schemes, and signing among adjoining property <br /> owners. <br /> <br /> (i) The loss of any single structure of primary or <br /> secondary significance in the District by whatever <br /> cause may make the achievement of the purposes of <br /> the District more difficult. Neglect of structures <br /> within the District, whether or not intentional, can <br /> result in the incremental elimination of all <br /> reasonable use of such structures for lawful <br /> purposes within the District. Such incremental <br /> deterioration by neglect increases the likelihood <br /> that such structures will have to be demolished to <br /> make reasonable use of the property. Inappropriate <br /> or unnecessary demolition of any structure is likely <br /> to have a significant environmental effect on the <br /> built context which creates the unique architectural <br /> character of the District. Regulations are <br /> necessary to prevent the need to demolish a <br /> structure which would arise whenever the condition <br /> of any structure which has deteriorated through <br /> neglect prevented substantially all reasonable use <br /> of the property, and to prevent the impairment of <br /> the benefits of the District to other structures. <br /> <br /> (j) Creation of this District and adoption of these <br /> regulations is necessary and convenient to implement <br /> goals of the General Plan and to: <br /> <br /> (1) Retain those qualities that have attracted <br /> people to settle in Pleasanton; <br /> <br /> (2) Create the highest order of visual continuity <br /> and functional compatibility between the <br /> various physical components of the Pleasanton <br /> community; <br /> <br /> (3) Maintain and enhance the character and beauty <br /> of Pleasanton; <br /> <br /> (4) Afford visual and psychological relief from <br /> the monotony of modern urban development; and <br /> <br /> (5) Preserve and enhance scenic, historic, and <br /> cultural resources which, because of their <br /> age, appearance, or place in the history of <br /> the area, are irreplaceable and of <br /> extraordinary value to present and future <br /> residents of Pleasanton. <br /> <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br />FOLLOWS: <br /> <br />Section 1: The Pleasanton Municipal Code Title II (ZONING AND <br /> DEVELOPMENT), Chapter 2 (ZONING), is hereby amended by <br /> adding Article 34 to read as follows: <br /> <br /> - 3 - <br /> <br /> <br />
