Main Street for parking lots, parking structures or <br /> for vehicular ingress and egress on to or from such <br /> property are not required to make reasonable use of <br /> such property and are inconsistent with the <br /> architectural heritage and character of the District <br /> and with pedestrian uses of Main Street. Until the <br /> District is again a delightful and pleasant walking <br /> environment, it will not be able to compete with the <br /> modern regional shopping centers. Such vehicular <br /> uses of properties along Main Street deter <br /> achievement of the purposes of this District. <br /> <br />(e) The architectural character of the District is <br /> predominantly one and two-story structures. Height <br /> limitations for new construction or alteration of <br /> existing structures are necessary to preserve the <br /> existing architectural character and to prevent <br /> intensities of use which could create parking <br /> deficiencies in the District. <br /> <br />(f) Not all properties which contribute to the unique <br /> architectural character of the District have been <br /> included in the District, although all properties <br /> presently zoned for commercial uses have been. It <br /> is the City's intent that if additional properties <br /> adjacent to the District are redesignated for <br /> commercial uses, this overlay district will be <br /> extended to include such added territory. <br /> <br />(g) Design Review of all improvements in the District <br /> including signage is necessary to prevent <br /> inappropriate exterior alterations or additions to <br /> the built context of the District which would <br /> devalue and destroy the unique qualities of the <br /> District, qualities which are irreplaceable and of <br /> extraordinary value to present and future residents <br /> of Pleasanton. <br /> <br />(h) To carry out the purposes of the District, strict <br /> sign regulations are required, permitting only the <br /> minimum signage necessary to communicate with the <br /> users of the District in a time, place, and manner <br /> appropriate to the zoned uses of the District and <br /> consistent with the architectural character and <br /> pedestrian-oriented activity of the District. The <br /> minimum signage requirements to communicate with <br /> pedestrians are different from those required to <br /> communicate with passengers in automobiles and these <br /> regulations are designed to encourage pedestrian <br /> uses and discourage vehicular uses in the District. <br /> These regulations are necessary because at the <br /> present time many store fronts in Downtown <br /> Pleasanton are cluttered with signs that fail to <br /> relate to the architectural character and design of <br /> the buildings and no coordinated schemes are <br /> apparent which would integrate design plans, colors <br /> <br /> - 2 - <br /> <br /> <br />
