Bicycle and Pedestrian Plan Initial Study
This Initial Study Negative Declaration consists of an environmental checklist and a brief explanation
of topics addressed in the checklist. This Initial Study evaluates specific impacts associated with the
proposed Master Plan. In addition, this Initial Study identifies potential impacts and mitigation
measures for those impacts that relate to future implementation of the Master Plan where those impacts
can be identified at this time. Some projects due to Master Plan implementation would require
substantial construction and could result in impacts that cannot be identified at this time. Those
projects will require subsequent environmental review under the California Env/wnmentalQualilyAct.
2. Project Location and Context
The Master Plan includes on- street bicycle improvements, off street pedestrian and bicycle
improvements including trails along roadways and through open space, sidewalk improvements, and
improvements related to the Americans with Disabiliiies Act (ADA) and bus stop improvements. Most
of these planned routes, trails, and infrastructure improvements are located within the City of
Pleasanton, although some are outside of the city to provide regional trail connections. Pleasanton
currently has system of pedestrian- bicycle trails along creeks and canals, and many arterials have Class II
bike lanes. Downtown Pleasanton and many residential neighborhoods contain pedestrian amenities
and bicycle parking.
Table 1 lists streets where on- street bicycle improvements are proposed. Table 2 lists trails with off
street improvements. Appendix E of the City of Pleasanton Pedestian and Bicycle Master Plan provides
specific locations, the class of the trail, and expected costs for the specific improvements along these
streets and trails.
TABLE 1: STREETS WHERE ON- STREET BICYCLE IMPROVEMENTS ARE PROPOSED
Abbie Street Dublin Canyon Road Owens Drive Stoneridge Mall Road
Alameda Drive Fairlands Drive Pleasanton Sunol Blvd. Sunol Boulevard
Bernal Avenue First Street Saint Mary Street Tawny Drive
Castlewood Drive Foothill Road Santa Rita Road Valley Avenue
Churchill Drive Hopyard Road Santa Rita Frontage Road West Las Positas Blvd.
Del Valle Parkway Main Street Second Street Willow Road
Division Street Northway Road Stoneridge Drive
TABLE 2: TRAILS WHERE OFF STREET BICYCLE /PEDESTRIAN IMPROVEMENTS ARE PROPOSED
Alamo Canal Arroyo Mocho Transportation Corridor
Arroyo de la Laguna Chabot Canal Tassajara Canal
Arroyo de la Laguna extension Iron Horse Trail
Arroyo del Valle Pleasanton Canal Val Vista Community Park Trail
Figure 1 shows the proposed Master Plan and Figure 2 shows where the districts for the pedestrian
improvements are located.
Table 3 lists streets where proposed sidewalk improvements are located.
