Mandatory Findings of Significance Would the project: <br /> a) Exceed wastewater treatment requirements of the applicable Regional Water Quality I I I X <br /> Control Board? <br /> b) Require or result in the construction of new water or wastewater treatment facilities X <br /> or expansion of existing facilities, the construction of which could cause significant <br /> environmental effects? <br /> c) Require or result in the construction of new storm water drainage facilities or I X <br /> expansion of existing facilities, the construction of which could cause significant <br /> environmental effects? <br /> Discussion <br /> The proposed bicycle and pedestrian improvements would not have the potential to degrade the quality <br /> of the environment or substantially reduce the habitat of wildlife species, as noted in the previous <br /> sections of this environmental evaluation. Based on these findings, the City of Pleasanton has <br /> determined that this project would not have a significant effect on the environment and this project <br /> requires preparation of a Negative Declaration. <br /> The proposed Master Plan relates mainly to policy guidelines which are not site specific and therefore <br /> would not individually or cumulatively impact the environment. Implementation of the Master Plan <br /> would result in construction and use of the new lanes, trails, and paths. The City would phase the <br /> construction of the various projects due to budget and personnel reasons, and thus cumulative <br /> construction impacts would not be expected to result to Master Plan implementation. The cumulative <br /> operational impacts due to all of the future projects being implemented would be positive as a <br /> completed trail program would better connect the city. Its completion would encourage greater use of <br /> alternative travel modes and would encourage reduced use of motor vehicles. <br /> The proposed Master Plan would not cause substantial adverse impacts, directly or indirectly on human <br /> beings; it would result in no impact. <br /> Revised 9/4/09 31 9/4/2009 <br />
