Bicycle and Pedestrian Plan Initial Study
occupation site with mortars, pestles, and arrowheads; two sites that contain chert tools and cranial
fragments; and an historic farmhouse. A site commonly known as Santa Rita Village (CA -ALA -413)
yielded numerous artifacts, burials, and plant and animal remains. Because archaeologists have surveyed
so little of Pleasanton, it is likely that there are additional buried resources beyond those reported
and /or recorded and inventoried.
Pleasanton also contains historic structures as indicated on Figure 7 -3 and Table 7 -3 of the
Conservation and Open Space Element of the General Plan. Outside of the Downtown area are the
Alviso Adobe at 3465 Old Foothill Road and the Century House at 2401 Santa Rita Road.
Paleontological resources have been found in some geologic formations within Pleasanton.
Significance Criteria
The impact questions above constitute the significance criteria for this environmental topic. The text
below further explains and defines the significance criteria for impact question b).
CEQA Guidelines Section 15064.5(c) applies to effects on archaeological sites. Effects on non unique
archaeological resources are not considered significant. Regarding unique archaeological resources, lead
agencies may require that reasonable efforts be Made to allow such resources to be preserved in place or
left in an undisturbed state. To the extent that unique archaeological resources are not preserved in
place or left undisturbed, Public Resources Code Section 21083.2 requires mitigation measures to protect
such resources. Additionally, mitigation measures may be imposed to provide for archaeological sites
discovered during construction. Generally, imposing mitigation measures would reduce archeological
resource effects to a less- than significant level.
Discussion of Checklist Items
Less Than Significant: Impacts with Mitigation Incorporated. Although the proposed Master Plan itself
would not include any construction, construction of future trails due to Plan implementation could
cross areas of archaeological sensitivity. Most planned trails would entail little or no excavation and
would not be expected to result in impacts. However, some trails could require excavation in sensitive
archaeological areas. By implementing the mitigation measure identified below, any potential impacts of
construction relating to implementation of the proposed Master Plan would be reduced to a less -than-
significant level.
Less than- Sig_ttificant Impacts. As noted above, Pleasanton is in an area of high archaeological
sensitivity. In addition, paleontological resources are found in the city. The Master Plan itself would
not include any construction and on a plan level would not result in potentially significant impacts.
Although geologic formations are located within some open -space areas, any trails in these areas would
be designed to go around the rock resources and not through them, whenever feasible, reducing any
potential impacts on the resources. During implementation of the proposed Master Plan, some projects
could potentially impact paleontological recourses. Any such project would require project specific
environmental review under the California Environmental QualityAct.
s City of Pleasanton, Final Environmental Impact Report for Happy 4 alley Spedfle Plan and Related Planning and Development
Actions, certified 1998, State Clearinghouse No. 97032034, p. 139 of Draft EIR.
City of Pleasanton, Final Environmental Impact Report Stonendge Drive .Spet#ic Plan, certified Oct. 3, 1989, State Clearinghouse
No. 88082720, Draft EIR pp. 21 24.
Revised 9/4/09 14 9/4/2009
