Mr. Roush said this is the intent of the EIR and there is argument that it has already been done with <br /> the project's initial approval. He acknowledged that it is subject to litigation, noted the Council has <br /> requested a supplemental EIR, and impacts and mitigations mentioned will be part of the <br /> forthcoming Supplemental EIR. <br /> Mayor Hosterman agreed to support the addition of brief language clearly outlining safeguards to <br /> balance the burdens of the project throughout the entire community. <br /> Mr. Fialho stated that the Circulation Element includes a number of safeguards it hopes to achieve <br /> through build out, including pedestrian safety, traffic speeds, design standards and noise <br /> attenuation. All of these are inherent in the dialogue which will occur when the Supplemental EIR is <br /> reviewed. <br /> Vice -Mayor Cook Kallio suggested an institutional addition to Policy 1.6 that states the Council is <br /> committed to creating a safe environment on Stoneridge Drive. Councilmember Sullivan agreed but <br /> asked that Policy 1.6 still be bifurcated. <br /> Motion: It was m/s by Thorne /Cook Kallio to adopt Resolution 09 -312 certifying as adequate and <br /> complete the final environment impact report for the Pleasanton General Plan, to adopt Resolution <br /> 09 -313 adopting the California Environmental Quality Act (CEQA) findings and the statement of <br /> overriding considerations for the final environmental impact report for the Pleasanton General Plan; <br /> adopt Resolution 09 -314 to adopt the Pleasanton General Plan 2005 -2025 and approve items 1 <br /> and 2 of the staff recommendation as reflected in the staff report and as modified with the exception <br /> of bifurcating the issue of Stoneridge Drive. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> Mr. Fialho reviewed and confirmed the amendments outlined by the Council. <br /> Motion: It was m/s by Cook- Kallio/Thorne to adopt Resolution 09 -315 to amend General Plan <br /> Policy 1.6 regarding Stoneridge Drive, consistent with the language of addressing the concerns the <br /> community has about safety. Motion passed by the following vote: <br /> Ayes: Councilmembers Cook Kallio, Thorne, Mayor Hosterman <br /> Noes: Councilmembers McGovern, Sullivan <br /> Absent: None <br /> Councilmember Sullivan said he supports the regional framework as well as the amendment calling <br /> for full evaluation of impacts and mitigations. He explained that his opposition to the policy lies with <br /> the exclusion of the provision providing for a public initiative. <br /> Councilmember McGovern said she believes approval of the project to be premature. <br /> Councilmember McGovern requested clarification on the statement of overriding considerations. Mr. <br /> Fialho explained that the 2005 Ozone Strategy assumes much more intense development that <br /> contemplated in this General Plan and more robust economic environment that currently exists. <br /> These factors, combined with new sustainability policies and programs, may result in much fewer <br /> impacts than what is projected in the EIR. <br /> Councilmember Sullivan suggested compliance with the Ozone Strategy be used as a sustainability <br /> indicator. <br /> City Council Minutes Page 13 of 14 July 21, 2009 <br />
