He stated that if the Council waits until the Housing Element update has begun, HCD <br /> will have the opportunity to see the city's inventory when the process was started, ultimately <br /> reducing the strength of the city's position. <br /> Vice -Mayor Cook Kallio noted that the language in Programs 18.1 and 18.2 do not mandate <br /> anything specific. She asked if Program 18.2 provides entitlements in any way. Mr. Roush said staff <br /> has added that language to indicate that this General Plan designation creates no entitlements. <br /> Councilmember Sullivan said Hacienda's current development entitlement carries a certain level of <br /> infrastructure impact and, if changed to allow for residential development, that entitlement must be <br /> translated to allow only the same level of impact. Mr. Fialho explained that this language attempts <br /> to clarify that, by virtue of this program, additional entitlements are not necessarily allowed. He <br /> noted that the PUD amendment would carry the potential for additional entitlement. <br /> Mayor Hosterman urged Council members to leave the language in Program 18.2 as is so that <br /> Pleasanton, not the state, may determine land use for the community. <br /> Councilmember Sullivan asked why the General Plan designation and rezoning could not be done <br /> together. Mr. Roush explained that it could, but warned that adopting the General Plan with a <br /> specifically limited mixed -use radius would not allow staff to return with a rezoning outside of that <br /> radius unless the General Plan were amended. <br /> Councilmember Sullivan suggested a General Plan amendment once the necessary amount of land <br /> to be rezoned is evident. <br /> Councilmember McGovern requested that the property be designated Business Park/Mixed -Use, <br /> and Mr. Fialho said there is no such designation at this time. <br /> Vice -Mayor Cook Kallio noted that most of the property is already developed and doubted there <br /> would be any rush to tear down new buildings just to create density. She asked why Council <br /> members would prepare for a worst -case scenario wherein it would not be able to recognize when <br /> the infrastructure is insufficient to support a project. <br /> Mr. Roush suggested the Council adopt the General Plan with Program 18.2 as written, with <br /> direction for staff to return in 3 months with the rezoning and a better concept of the area needed to <br /> satisfy existing and future RHNA numbers. The Council could rezone only that portion and then <br /> amend the General Plan to reflect that. <br /> Councilmember Sullivan supported the suggestion. <br /> Councilmember McGovern questioned why this is the only area staff feels is capable of meeting <br /> RHNA requirements.
