REVIEW BY THE HUMAN SERVICES COMMISSION <br /> The Human Services Commission discussed this issue at its May 6, 2209 meeting <br /> (please see Minutes Excerpts, Attachment 3). The Human Services Commission did <br /> not take a formal action on this item although there appeared to be a consensus <br /> supporting the recommended policy detailed in Attachment 1 (requiring licensing). The <br /> Commission expressed concern that the alternative policy (Attachment 2) would expose <br /> the City to liability related to any incidents at child care businesses and would raise <br /> expectations that the City would resolve complaints about care or the facilities. A <br /> majority of the Commissioners supported providing additional resources to parents to <br /> make informed decisions about the appropriate after school and school vacation care <br /> for their children, and requiring a child care operator to disclose whether or not it is <br /> licensed by the State, prior to the parents registering for the service.
