DISCUSSION <br /> Accident History <br /> Per Council's direction, staff has included the accident history below. Staff pulled the <br /> accident history of Foothill Road between Bernal Avenue and the southerly City limits <br /> (approximately the southerly end of the Golden Eagle development) (Attachment 2). <br /> The City monitors accident history over a 7 year period (after that time the accident <br /> reports are destroyed). There have been 10 accidents over the past 7 years. One of <br /> these accidents resulted in a fatality that was caused by the driver driving under the <br /> influence, and hitting a fixed object. There were three accidents where injuries were <br /> reported. These accidents were caused by the driver following too close, improper <br /> turning, and unsafe speeds. Of these three accidents, two involved another vehicle and <br /> the remaining one involved hitting a fixed object. Of the remaining 6 accidents, two <br /> involved fixed objects and the other four accidents involved another motor vehicle. <br /> Some of the residents who spoke at the last City Council meeting also mentioned <br /> having to take evasive action to avoid hitting animals in the roadway. There was nothing <br /> in the accident reports to indicate that any deer or other animals were involved in any of <br /> these accidents. However, some of the accidents may have been a result of drivers <br /> swerving to miss an animal in the roadway and either striking another car or a fixed <br /> object. <br /> Service Calls <br /> The City's Police Department was also asked how many deer have been hit on Foothill <br /> Road in the vicinity of the Golden Eagle Development. The available information is <br /> presented in table form below. The table specifies the number of calls Police dispatch <br /> has received about injured or killed deer; it does not indicate if more than one call was <br /> for the same deer. <br /> Year of Calls For Service <br /> 2005 14 <br /> 2006 11 <br /> 2007 20 <br /> 2008 6 <br /> 2009 January 1 July 26 4 <br /> Setback to Homes <br /> Staff also looked at the distance to the homes that either backup to or front onto Foothill <br /> Road to determine the separation between the proposed street lights and the homes. <br /> As indicated on Attachment 1, homes on the west side of Foothill Road vary between <br /> 100 and 185 feet, while homes on the east side of the street vary between 60 and 100 <br /> feet from the proposed street light to the closest portion of the home. <br /> Page 3 of 5 <br />
