BACKGROUND <br /> Master Plan <br /> In 2006, Pleasanton voters approved Measure P which adopted the Bernal Property <br /> Phase II Specific Plan outlining public improvements to the Bernal Property. The vision <br /> for the Phase II Specific Plan area is to develop a number of public amenities including a <br /> community park with lighted sports fields, a youth center, a community center, a civic <br /> arts center and open space, in an open park -like setting. The Specific Plan includes <br /> elements contained in the Bernal Community Park Master Plan (Master Plan). The <br /> Master Plan includes general planning elements for a 50 -acre community park located <br /> on the Bernal property, as noted below: <br /> Three lighted baseball diamonds <br /> One informal baseball field that could be lighted in the future <br /> One lighted football /lacrosse field <br /> Three lighted soccer fields, including a small stadium <br /> Picnic grounds <br /> Play areas <br /> 1000 seat amphitheater <br /> Forested open space <br /> Public art <br /> Parking <br /> Park maintenance facilities <br /> Phase 1 Improvements <br /> The Master Plan assumes that the Community Park will be developed in four phases. <br /> Phase 1 of the park project has been developed on 13.2 acres of the Community Park <br /> site. The Phase 1 improvements include two lighted baseball fields, one unlighted <br /> informal baseball field, paved parking for 105 vehicles, a public restroom, a field <br /> supply /storage building, landscaping and irrigation, lighted pathways, a children's play <br /> area with apparatus, and miscellaneous site furnishings. Irrigation and water <br /> management features include bio- swales, underground drain lines, and quick -drain sub <br /> grades and field drain lines on the baseball fields. Also included in the construction was <br /> a significant portion of the infrastructure required to service the future Community Park <br /> phases, including storm drainage, the extension of Pleasanton Avenue from Valley <br /> Avenue, sewer and water infrastructure extension from Bernal Avenue, and joint <br /> utilities. Staff is also intending to purchase additional field equipment and extend the <br /> Downtown Wi -Fi to the new park and these expenditures are included in the project <br /> budget. <br /> Page 2 of 3 <br />
