Mr. Brozosky shared the same concern. He was not sure if it was the number of
projects or if Council needed to provide a ranking of which projects had a higher priority. He
believed Council needed to gain any understanding from each department as to how taxed each
of the projects are and Council could then try and limit some of the priorities that are effecting
the most heavily impacted departments. He believed staff should be providing Council
guidance and direction.
Ms. McGovern concurred with Mr. Thorne and Mr. Brozosky's comments. She noted that
each department has approximately five projects, and the General Plan update alone is a major
project. She discussed the matter with staff and suggested that staff look at each of the
departments and deciding whether the projects allocated on the priority list were overwhelming.
Staff could return to Council to provide input as to what projects it realistically believed could be
accomplished.
Mr. Sullivan concurred with comments made. He believed Council needed to have a
way of focusing and addressing the projects over time.
Mr. Fialho said if Council adhered to the workplan, it is manageable. However, when
Council introduces items during Matters Initiated, it impacts the schedule and his ability to get
Council's priorities heard in a public setting.
Mr. Thorne believed Council should have the flexibility to remove a project.
Mr. Fialho said Council could decrease its priority list and focus on accomplishing
some of the priorities it established. He believed the majority of Council's priorities could be
heard in a public setting between now and the end of the calendar year if Council did not add
more items to the list. He suggested Council defer to him during this phase of the meeting so
that he may address any proposed issues and provide a timeline of when a matter could be
addressed, particularly if Council wanted to advance other issues that were more pressing. He
recommended Council not hold another priority setting session until the end of this year. He
pointed out that Council's major priority is the General Plan update.
Ms. McGovern thanked Chris Miller for sending the list of Pleasanton residents in the
military serving in foreign countries. She stated that it was difficult to find this list on the City
website. She asked staff if there was a way to make the site more visible on the City's
webpage?
Mr. Fialho said yes and staff would follow through on the matter.
8. COUNCIL COMMITTEE REPORTS
There were no committee reports.
9. CLOSED SESSION
The Closed Session was held prior to the meeting.
Pleasanton City Council 27 02/21/06
Minutes
